The BPRC Research Nerd recommends pages 42-50 (Policy Recommendations) to let you know how specific these instructions are, including what wind developers should wear when they come to speak to rural communities, and how to "cultivate a local champion" or hire someone who is local to help move things along for the developers. This has been done in our community.
