University of Adelaide acoustics researchers are investigating the causes of wind turbine noise with the aim of making them quieter and solving ‘wind turbine syndrome’.

They are also developing a computer model to predict the noise output from wind farms so they can accurately and quickly assess the effectiveness of potential noise-reducing designs and control methods.

Research leader Dr Con Doolan, of the University’s School of Mechanical Engineering, said the noise generated from wind turbines is ‘trailing edge or airfoil noise’, the same sort of noise generated at the edge of aircraft wings.

“We know generally what causes that noise – as the turbulent air flows over the sharp edge of the blade it radiates sound much more efficiently, so the noise can be heard at some distance,” said Dr Doolan.

“What we don’t yet understand, however, is exactly how that turbulence and blade edge, or boundary layer, interact and how that makes the noise louder.

“If we can understand this fundamental science, we can then look at ways of controlling the noise, through changing the shape of the rotor blades or using active control devices at the blade edges to disrupt the pattern of turbulence and so reduce the noise.”

Dr Doolan said further complicating factors came from the effects of multiple wind turbines together and the way the noise increases and decreases as the blades rotate – the blade ‘swish’. The model they are developing will look at the noise from the whole wind turbine and how multiple numbers of wind turbines together, as in a wind farm, generate noise.

“Wind turbine noise is very directional. Someone living at the base might not have a problem but two kilometres away, it might be keeping them awake at night,” he said.

“Likewise this broadband ‘hissing’ noise modulates up and down as the blades rotate and we think that’s what makes it so annoying,” he said.

“Wind turbine noise is controversial but there’s no doubt that there is noise and that it seems to be more annoying than other types of noise at the same level. Finding ways of controlling and reducing this noise will help us make the most of this very effective means of generating large amounts of electricity with next to zero carbon emissions.”

Almost as soon as the situation at Japan’s Fukushima Daiichi nuclear plant became critical in March, Fox News reported that wind power had killed more Americans than nuclear energy. Meanwhile, the Texas Public Policy Foundation, a conservative think tank, issued a study that said the state’s taxpayers would be $28 billion better off if Texas abandoned its pro-wind policies.

Wind, after being the darling of the media, business and state governments for much of its history, has suddenly found itself on the receiving end of negative publicity, questions about its value as an energy source and even calls for an end to wind development. The feel-good “green” story, according to the New York Times, “is now nearing extinction.”

Texas, Wisconsin and Minnesota, all considered wind-friendly states, have recently pursued policies that can be seen as anti-wind.

Some of this shift is due to the industry’s natural maturation process, according to David Lowman, an attorney who is co-chair of Hunton & Williams’ global renewable energy practice group in Washington, D.C.

Some of the backlash against wind also stems from the recession, which has not only hampered wind development but has made even previously wind-friendly regulators and legislators question its cost at a time when state and federal budgets are being slashed.

The pushback, says attorney Jim Tynion, who chairs Foley & Lardner’s energy industry team, is genuine and something that the industry needs to address.

The acrimony is being powered by a combination of small-government conservatives who see wind and other renewables as a waste of money and by others who consider wind a technology that will never be as effective as oil, coal or natural gas.

During a Texas ground-breaking ceremony for an oil and gas processing company, Sen. John Cornyn, R-Texas, told KSAT in San Antonio, “I understand that some people want to see green jobs; I think that’s great. We need all of the above when it comes to energy: wind, solar, biofuels and the like. But the fact of the matter is 85 percent of our fuel consumption comes from fossil fuels.”

Cornyn’s comments underscore the political realities that wind energy faces.

“The political landscape has changed,” Tynion says. “It’s easy to take potshots at something that isn’t part of the status quo, like wind. It has become an easy target.”

Certainly, not all has gone badly for wind. The American Wind Energy Association (AWEA) estimates that the U.S. wind power industry grew by 15% in 2010 and provided more than one-quarter of all new electric-generating capacity. Also, California, despite its fiscal problems, will require one-third of the state’s electricity to come from renewable sources by 2020.

But those are the bright spots. Some dark ones include the following:

• The Wisconsin State Legislature is considering a bill that would restrict the development of approximately $500 million worth of projects over the next two years. According to the Milwaukee Journal Sentinel, Republican Gov. Scott Walker says wind costs too much and impedes on rural property rights. The legislature voted in March to suspend wind farm siting rules. The five-to-two vote tracked along party lines, with all five votes to suspend coming from Republican members;

• Texas comptroller, Republican Susan Combs, has decried wind as an expensive boondoggle that does not produce jobs. The state’s GOP-controlled legislature may limit the ability of local school districts to give tax abatements, which wind advocates in the state say will limit development in rural areas; and

• The 2012 extension of the production tax credit could be in jeopardy, given the budgetary concerns on Capitol Hill. Jon Chase, vice president of government relations for Vestas-American Wind Technology, told an AWEA finance and budget workshop in April, “All the credits out there are going to be looked at very closely. Everything is going to be on the table.”

“There are politicians who can make political hay by playing to that constituency,” says Tom Konrad, who manages several green energy stock portfolios and is editor of AltEnergyStocks.com.

As part of this political footwork, Konrad says rhetoric debunking climate change has increased markedly over the past several years, more or less in relation to how many Americans believe that climate change actually exists. If fewer Americans believe in climate change, fewer Americans will support wind and other renewables, he says.

This goes a long way toward explaining the difference in the current political and media attitude toward wind compared to just a couple of years ago. Also important, say wind industry analysts, has been the length and depth of the recession, both in how it has slowed development and made consumers more wary of higher energy prIces.

Whether or not some of these concerns may be warranted, says Tynion, the wind business should not discount the change in the political climate.

“Politicians and state regulators are withdrawing their support for wind across the board,” he says, citing the Wisconsin controversy as a prime example.

Walker’s proposed legislation would overturn a siting compromise three years in the making, says Tynion, adding that the compromise seemed to satisfy everyone involved: developers, rural landowners and regulators.

For its part, AWEA does not support the claim that wind energy is a wedge issue for either political party. “The fact is nine out of 10 voters Republicans, Democrats and Independents – want more wind power, as we found in a recent poll,” says Elizabeth Salerno, AWEXs director of data and analysis. “Specific to Republicans, AWEA found that 84 percent of Republicans believe increasing the amount of energy the nation gets from wind is a good idea.”

Has the backlash irreparably damaged wind? Has the momentum and goodwill built up over the past 20 years been lost? The answer is complicated and depends not only on what happens during the 2012 presidential and congressional elections, but on what the wind industry does over the next several years to regain lost momentum.

“There is still a great deal of support for wind and other renewables, both among Democrats and Republicans,” says Lowman. “And there are plenty of initiatives going on, especially on the East Coast. For example, Virginia Governor Robert F. McDonnell, a Republican, wants to build offshore wind.”

Education also remains key, say several analysts. Focusing on the longterm benefits of wind is important. If the green argument fails to work, there is always the economic one.

Lowman says there is reason to expect that renewable prices will continue to become more competitive with fossil fuels over the next decade.

Anne Mudge, an attorney at San Francisco-based Cox Castle & Nicholson, recommends that wind energy advocates should not let opponents dominate the discussion by focusing on the short term.

“Continue to demonstrate what is the truth – that there are economic benefits to wind, that it brings jobs, that it increases the property tax base and that it doesn’t take much in the way of government services,” she says.

In other words, do what wind has always done – but do it in an even more urgent way. Because, says Konrad, if the argument focuses on the short term, and if wind’s opponents can direct the discussion, “wind will remain a whipping horse.”

Google said Monday that it's investing $100 million in Shepherds Flat, the controversial, taxpayer-subsidized wind farm in Eastern Oregon.

The search engine company is joined by subsidiaries of ITOCHU Corp. and Sumitomo Corp., which will together invest $400 million in the $2 billion project being developed by Caithness Energy.

Google operates a large, power-hungry data center nearby in The Dalles. But power from the wind farm, partially subsidized by Oregon tax credits, isn’t going there.

The project, near Arlington, will generate 845 megawatts for customers of Southern California Edison. The utility, like others in California, is racing to line up clean power to meet the state’s pending renewable energy requirements.

Shepherds Flat will create 400 temporary jobs and 35 permanent jobs in Gilliam and Morrow counties, which are in line for $100 million in taxes and fees from the project over 15 years.

But The Oregonian reported last month that the massive project is being subsidized by $1.2 billion in federal, state and local support.

Last fall, a memo from Obama administration advisers to the president said the project was "double-dipping," and that the value of the subsidies exceed the value of carbon reductions from the project.

Federal subsidies reduced investors' cost on a project that didn't need taxpayer help, according to the memo.

"This project would likely move without the loan guarantee," the memo concluded. "The economics are favorable for wind investment given tax credits and state renewable energy standards."

Unfortunately, we can't disclose the deal structure or potential returns for the investment. But overall, we certainly see renewable energy as both good for the environment and a good business opportunity.

These projects -- Shepherds Flat and BrightSource's Ivanpah, among the others we've invested in -- can have attractive returns given the risks involved.

So the money for these investments comes out of Google Inc. and as you said, we expect to generate strong financial returns.

It's also great way to diversity our cash holdings while investing in an area that we think is important to support.


Dallas Kachan, who heads the clean tech research and consulting firm Kachan and Co <http://www.kachan.com/> , said that Google could expect to get something like a six percent return on its investment, though that number could vary by project.

Egregious safety violations result in proposed fines of $378,000

ODELL, Ill. — Outland Renewable Services has been issued six citations for willful safety violations after a wind farm technician suffered severe burns from an electrical arc flash on Oct. 20, 2010. The U.S. Department of Labor's Occupational Safety and Health Administration issued the citations following an investigation at the Iberdrola Streator Cayuga Ridge South Wind Farm near Odell. The company, a servicing and maintenance provider in the wind tower industry, faces proposed penalties of $378,000.

"Green jobs are an important part of our economy, and sectors such as wind energy are growing rapidly. That growth comes with a continued responsibility for employers to ensure that the health and safety of workers is never compromised," said Secretary of Labor Hilda L. Solis. "Outland's management was aware of the potentially hazardous conditions to which its workers could have been exposed and showed intentional disregard for employee safety by ignoring OSHA's requirements for isolating energy sources during servicing operations. Employers must not cut corners at the expense of their workers' safety."

Outland Renewable Services was issued the citations for exposing maintenance technicians to electrical hazards from the unexpected energization of transformers in three wind turbine towers. A willful violation is one committed with intentional knowing or voluntary disregard for the law's requirements, or with plain indifference to worker safety and health.

On the day of the incident, Outland Renewable Services failed to ensure technicians working in wind farm towers affixed their own energy isolation devices — also known as personal lock and tag devices — on the tower turbine switch gear at ground level. That created the possibility for other workers to energize transformers in the turbine towers, upon which technicians were working at a distance of approximately 350 feet above ground. The injured worker suffered third degree burns to his neck, chest and arms, and second degree burns to the face as a result of an arc flash that occurred when a transformer was unexpectedly energized by another worker.

The egregious violations in this case fall under the requirements of OSHA's Severe Violators Enforcement Program. Initiated in the spring of 2010, the program is intended to focus on employers that endanger workers by committing willful, repeat or failure-to-abate violations in one or more of the following circumstances: a fatality or catastrophe; industry operations or processes that expose workers to severe occupational hazards; exposure to hazards related to the potential releases of highly hazardous chemicals; and all per-instance citation (egregious) enforcement actions. WIND FIRM MAKES FINAL OFFER

A wind company has made its "last and final offer" to residents complaining about problems with their TV reception, which they blame on nearby turbines.

Big Sky Wind, a subsidiary of Edison Mission Group, has a wind farm with turbines in Lee and Bureau counties.

Bureau County residents near the turbines have been particularly vocal about TV reception and noise problems. They also have complained about shadow flicker, which are the shadows of rotating blades that pass over windows that experts say cause seizures in some people.

Last week, Big Sky sent letters via Federal Express to residents who have complained about the problems.

In the letter, the company stated it had offered a settlement of $2,500 for each resident to resolve their TV reception complaints.

"We believe this to be a fair market offer that has already been accepted by several of your neighbors," the letter says. "With this in mind, we consider the $2,500 to be our best, last and final offer to resolve your TV reception complaint."

In the letter, Big Sky said it understands that residents also have complaints about noise and flicker. The company said it's prepared to offer a fair monetary settlement to resolve those issues, as well.

To start those settlement discussions, Big Sky requires that residents sign confidentiality agreements already sent out. The company asks that those agreements be faxed to its attorney in California.

Big Sky spokesman Charley Parnell said the letter and confidentiality agreement are intended to jump-start settlement discussions. He said most of the complaints his firm has received have come from Bureau County, but a few have come from Lee County.

Parnell said his company has received many more complaints about this wind farm than it has about others around the country.

"The vast majority of our complaints have to do with TV reception. This is our first experience on that front," he said.

Mark Wagner, a supporter of greater wind farm regulations in Lee County, said the letter is the "same old story." Companies put up their turbines with the approval of county governments, making many promises that they won't bother neighbors, he said.

"They say the problems won't happen, and then they do," he said. "They don't remediate the problems because you have to physically move the turbines; they won't do that. They'll pay you off and keep you quiet. That's the pattern we're seeing."

Parnell said his company is following Bureau County's ordinance on wind farms.

"We have to mitigate the issues. We're working through a process to mitigate the complaints and concerns," he said.

The Big Sky wind farm has 58 turbines in Lee County and 56 in Bureau County. It covers 13,000 acres.

Another company, Chicago-based Midwest Wind Energy, is planning the Walnut Ridge wind farm, which would be next to Big Sky's in Bureau County.

Some Walnut-area residents are trying to delay the proposed project until further study can be done. The group's members say Big Sky's issues trouble them.

The Bureau County Zoning Board of Appeals expects to decide today whether to recommend conditional-use permits for the Walnut Ridge project.

 

Bird Deaths Prompt Wind Rules

After some wind power projects have had dramatically higher bird deaths than predicted, the U.S. Fish and Wildlife Service has a set of voluntary guidelines to reduce bird deaths.

Those guidelines, if adopted by the government and developers, could force significant changes to projects, including those along the St. Lawrence River and Lake Ontario.

Bird conservation groups want the guidelines to be mandatory rules. Wind power proponents say the guidelines are too strict as they stand.

William R. Evans, director of the nonprofit Old Bird Inc., Ithaca, said the placement of wind projects is a complicated balance between the need and political momentum for renewable wind energy and the desire to protect wildlife.

“With a few projects, there’s probably not too much damage, but a major build-out would cause damage. Where do you draw the line?” he said. “We have to face the consequences.”

The guidelines call for:

* Three years of pre-construction bird population studies.

* At least two and up to five years of post-construction bird fatality studies.

* Site development decisions made as a coordinated effort among the developer, the Wildlife Service and state and tribal agencies.

* If the parties can’t agree on the adverse effects on wildlife, the service may document concerns, but the decision to proceed lies with the developer.

* Use of operational modifications – raising the speed at which turbines start turning or not operating during key migratory times or using radar to turn off turbines when flocks pass – was suggested.

* Further testing on other measures, such as multicolored turbines, and effects, such as turbine noise on birds, were suggested.

The public can comment on the guidelines until May 19.

The American Wind Energy Association, Washington, D.C., takes issue with the guidelines, saying they were changed after a committee reached a consensus on reasonable measures. The extensive studies and management based on deaths will add expense and delay construction of projects, the association said in a news release. It also adds to the number of projects that would have federal oversight, raising cost without giving additional staff to review more applications, the association said.

“While the wind industry has the responsibility to minimize the impacts of development and operations to the greatest extent practicable, and are constantly striving to achieve that goal, the reality is that every form of development, energy or otherwise, has an impact on the natural environment and the choice we are left with as a society is to pursue those avenues that have the lowest amount of impact,” AWEA siting policy director John Anderson said via email.

But the American Bird Conservancy, Washington, D.C., says the guidelines aren’t strong enough because they are optional.

“The conservancy believes we must have mandatory standards to reduce impacts from wind energy,” said Kelly Fuller, wind campaign coordinator. “The industry is not going to support standards even though they’re optional.”

A key piece of the guidelines, which was also part of the previous version, called for three years of bird population studies.

“The most important thing is that wind farms be built in areas that are not so high-risk for birds that they can’t be mitigated,” Ms. Fuller said. “The only way to find that out is by having good data to find out where those areas are.”

Mitigation measures, such as curtailing turbine use during certain seasons or times of day, also depend on the species of birds involved.

The Fish and Wildlife Service has estimated that 440,000 birds are killed each year by turbines. Because the push is to increase from 25 gigawatts now to 300 gigawatts in 2030, that number will grow, said Robert Johns, the conservancy’s public relations director.

“It doesn’t necessarily mean 12 times, but there will be a lot more birds killed,” he said. “We don’t have data on whether bigger turbines kill birds at the same rate that more smaller ones do.”

Such measures as radar to detect bird flocks and burying power lines could go a long way toward protecting bird populations, the conservancy said.

“Wind power needs to be ‘bird smart,’” Mr. Johns said. “Don’t site where lots of birds should be, employ mitigation when constructing infrastructure and compensate for lost habitat.”

The American Wind Energy Association argues that wind turbines are a very minor human cause for bird deaths. It disputes the service’s number, saying the annual number of bird deaths from turbines is about 108,000.

The association’s figure is “based on national averages as derived from over a decade of on-the-ground scientifically designed and statistically robust post-construction monitoring conducted at wind farms across the U.S. by biological consultants,” Mr. Anderson said.

The Fish and Wildlife Service extrapolated the 440,000 figure from partial data and assumptions, the association said.

Buildings kill 550 million birds per year, while power lines kill 130 million, cars kill 80 million and domestic cats kill 10 million, it said. And wind power is far less risky for bird populations than other sources of energy, it said.

Just across the Canadian border from proposed projects in Jefferson County, the Wolfe Island Wind Farm has a very high bird death rate per turbine, at 13.4 birds per turbine and a Canadian high of 0.27 birds of prey per turbine. The deaths have alarmed Canadian and U.S. conservation groups.

Mr. Evans suggested that bird deaths at St. Lawrence Wind Farm and Cape Vincent Wind Farm would be comparable to those on Wolfe Island.

“But they were proposed before the data from Wolfe Island came out,” he said. “It’s not easy to draw the line on which developments. The ones that already started could be allowed, but then others that want to come in and aren’t could say the process isn’t fair.”

Mr. Evans conducted the bird population studies for Galloo Island Wind Farm, which were “the most robust and thorough bird studies of any project in the U.S.”

The studies showed that many bird populations didn’t visit the island during migration because it is six miles offshore from the mainland.

“A substantial number of bird populations don’t want to fly over the lake,” Mr. Evans said.

Very few bird of prey species visit the island, too. A certain number of cormorants, gulls and Caspian terns fly over the island daily in search of food. But terns, the only species of concern, likely would experience 30 to 40 turbine-related deaths per year, which will hardly put a dent in a colony of 1,700 from Little Galloo Island, he said.

“It will kill terns and a substantially smaller number of raptors,” Mr. Evans said. “All these things have to be weighed against Galloo Island having one of the best wind resources on land in the Eastern U.S.”

CORPUS CHRISTI — Three or four times a day, an alarm goes off at the National Weather Service in Corpus Christi, warning of a tornado in San Patricio County.

In a dark air traffic control room at Naval Air Station Kingsville, a shadow looms on the radar screen over Kenedy County.

There is, of course, no tornado and no phantom lurking on the horizon.

But the wind farms that trigger these radar images are real, and they’re causing a collision between clean energy, military and public safety priorities.

The wind industry worries that proposed laws intended to keep turbines from interfering with military installations would thwart business in Texas, the nation’s leading wind energy state.

Weather forecasters and military officials fear turbines, which look like planes and storms on radar images, could lead to failed public warning systems and cripple the Kingsville base’s mission to train jet pilots.

For the Coastal Bend, the economic fallout of any check on the exponential growth of the industry reaches beyond the developers and the landowners who can earn around $5,000 a year on a lease for one turbine.

Shipments of wind turbine equipment through the Port of Corpus Christi in 2008 and 2009 generated $39 million in direct revenues and 256 jobs for regional businesses, according to a study by Texas A&M University-Corpus Christi economics professor Jim Lee.

As more developers pursue Coastal Bend wind projects, the potential for radar clutter rises. More than 400 turbines already have risen in San Patricio and Kenedy counties. They can produce about 1,065 megawatts, enough to power roughly 300,000 homes.

According to information compiled from government and industry sources, developers are proposing new projects in the Coastal Bend that total at least 2,445 megawatts, which could mean 800 to 1,600 more turbines.

Dottie Roark, a spokeswoman for the Electric Reliability Council of Texas, the agency that collects information on new wind projects, said many of the proposed farms never will be built for lack of financing, technical obstacles or other reasons.

But developers also may be considering projects the council doesn’t yet know about. That’s because state rules don’t require wind project developers to give any form of public notice until they request a connection to the state’s power grid. Even then, the information at ERCOT is geared toward people with a deep knowledge of electricity markets. Names of companies and locations of projects — except for the name of the county — aren’t revealed until late in the process unless a developer gives permission.

Wind developers say this arrangement promotes clean energy development and helps companies compete for leases on coveted land in a business where location means everything. Developers like the Coastal Bend because it has access to long-distance transmission lines and steady winds that are strong on hot afternoons when statewide electricity demand peaks.

Radar clutter has bred tense, delicate relationships between stakeholders who don’t want to be seen at odds with their counterparts — viewed as anti-clean energy or anti-military, for example — but who nonetheless have huge economic, environmental and safety interests to protect.

Within the National Weather Service, a careful balancing act is under way.

“There are people within the weather service who don’t want these wind farms anywhere near the radars,” said Ed Ciardi, a meteorologist at the National Weather Service Radar Operations Center in Norman, Okla., and one of the service’s leading wind farm clutter analysts.

Ciardi said despite the internal disagreements in the weather service, it has striven to work with wind developers, encouraging them to work out siting issues as early as possible.

“They don’t have to work with us,” he said. “In order not to cause them issues, we protect any data that could compromise them in a competitive way.”

That can mean not publicly disclosing potential wind farm sites unless forced by a request under the federal Freedom of Information Act, Ciardi said. Even then, the information usually is exempt from disclosure, he said.

In turn, the wind industry provides valuable information to the weather service. John Metz, warning coordination meteorologist for the weather service in Corpus Christi, said E. ON Climate and Renewables, owner of the Papalote Creek wind farm in San Patricio County, provided wind speed data after a rare January tornado cut a 20-mile swath across the Coastal Bend, ravaging trailers in the North Bay area and wrecking homes and a school in Robstown.

Some wind developers are agreeing to shut down turbines when severe weather approaches, Ciardi said.

When a weather radar

scans a wind farm, it interprets the movement of the blades as precipitation. The instruments are sensitive enough to detect bird flocks, so a wind farm — with 100 or 200 sets of blades that each stretch the length of a 747 jetliner and spin more than 100 mph at the tips in a 20 mph wind — can look like a tornado-breeding monster.

At Papalote Creek, the radar thinks it’s raining all the time. Under the right conditions, the blade movement triggers a tornado alarm, Metz said.

The radars can’t be programmed to ignore the wind farms because that could cause forecasters to miss a true storm. So far, there have been no weather warning delays or missed warnings in Corpus Christi, Metz said. The wind farms here are beyond a critical 10-mile range, allowing the radar to see easily beyond the turbines. But at least one proposed farm, near Petronila, is at the edge of the 10-mile radius.

Nationwide, wind farms haven’t caused forecasters to miss warning the public, but there have been instances of false warnings, Ciardi said.

“We’re still on the early stages of wind farm build-out,” he said. “Right now we’re only 10 percent of where the United States wants to be 10 or 20 years from now. Ten years from now, there’s likely to be more wind farms surrounding our radars, and I think that’s where we’re worried.”

It’s also a worry for Naval Air Station Kingsville, the commanding officer, Capt. Mark McLaughlin, said.

Proposed wind farms have the potential to create false radar returns throughout the airspace pilots use on their approach to the Navy base, McLaughlin said. Already, radars can lose track of planes when they fly into certain areas covered with false radar plots caused by turbines. Controllers then have to increase the distance between jets for safety.

“Increased separation means fewer training flights and decreased ability to perform our mission,” McLaughlin said.

Naval Air Station Corpus Christi officials did not respond by Friday evening.

State Sen. Juan “Chuy” Hinojosa, D-McAllen, trying to protect the base — Kingsville’s largest employer — filed a bill that would require wind developers to notify the Texas Commission on Environmental Quality and military installations of plans to build turbines within 25 miles of an installation. State Rep. J.M. Lozano, D-Kingsville, filed an identical bill in the House.

Patrick Woodson, chief development officer for E. ON, said the law would add an unnecessary layer of bureaucracy. Developers already are required to notify the Federal Aviation Administration of a wind farm project 45 days before construction, and it takes weeks to get FAA approval, he said.

Developers spend years erecting towers to test the wind and signing leases with landowners.

“There’s no secret plot here to construct wind turbines without telling anybody,” Woodson said.

Mark Hannifan, vice president of development for Tradewind Energy, said the bills provide no specific timetable for notifying the commission. Notifying too early could hurt competition, and the 25-mile requirement would take away too many potential wind farm sites, he said.

“This bill will send (wind developers) packing out of the state of Texas and send everybody packing out of the Coastal Bend.”Greg Wortham, director of the Texas Wind Energy Clearinghouse trade association, said new state regulations aren’t warranted because the FAA already has oversight and concerns over wind farm clutter are overplayed.

“The radar issue has been abused by people who just want to create an issue,” he said, “because their real story is they just don’t like wind turbines.”

Some technical solutions are on the horizon. Defense contractor Raytheon has plans to roll out new software algorithms as early as 2012 that would help military radars distinguish aircraft from wind turbines.

Patrick Paddock, an operations specialist and radar expert at Naval Air Station Kingsville, said those solutions would require years of testing and procurement processes before the military could begin to implement them. Even then, “because of the physics of this specific radar, software mitigation alone is probably not going to solve all of the problems,” he said.

Chicago-based Midwest Wind Energy, LLC (MWE) has been developing utility scale wind farms in Wisconsin since 2003 and has two of its developed projects operating; one a 54-megawatt project in Dodge County and the other a 67-megawatt project in Fond du Lac County. MWE is also developing a 98-megawatt project in Calumet County and another project which had not yet been announced publicly.

 

According to MWE President, Stefan Noe, it no longer makes sense to invest significant development capital in a state that appears to be closed to the wind energy business. “Most states are clearly open for renewable energy development and the economic development dollars and jobs that come with it. So long as there are states rolling out the welcome mat it doesn’t make sense to devote significant dollars to a state that is creating unreasonable roadblocks for wind development.”

Noe cites the recent suspension of PSC 128 by the Wisconsin Joint Committee for Review of Administrative Rules as the most convincing evidence that Wisconsin is not interested in working with the highly lucrative wind energy industry. PSC 128 was the culmination of almost 2 years of work by the Wind Siting Committee and resulted in some of the most restrictive and detailed wind siting rules in the country. Although restrictive, these rules created a workable compromise between the wind industry and a range of stakeholders.

“Our four projects alone represent more than $600 million of capital investment in Wisconsin and more than 400 construction jobs and 40 permanent high-tech jobs. The industry as a whole has the potential to be a multi-billion dollar industry for the state. Tempers flared in a Town of Glenmore board meeting Wednesday night as officials approved a new wind turbine development.

The heated followed a vote in the Town of Glenmore last week, when the town board approved building permits for C-Energy to erect seven wind turbines. After several citizens opposing the decision erupted, the board decided to table the vote.

Wednesday, the town board made its final decision on the matter.

Sheriff's deputies were on-hand as citizens packed the Glenmore community center waiting to hear the town board's decision. Twenty minutes in, they got their answer.

The board voted 2-1, cementing the building permits for seven new turbines.

"Shame on you!" the crowd shouted.

Angry members in the crowd chanted "Shame!" and "Judas!" as board supervisors Don Kittell and Kriss Schmidt, who voted to approve the permits, quickly left the building without comment.

The shouting carried into the parking lot as C-Energy representatives went to their cars.

"How you can you look at yourself, you lousy, lousy people!" one person shouted. 

Supervisor Ron Nowak, the only member to vote against the building permits, tried to sum up the vote.

"They did all their paperwork, got all their permits. They came to us with all their paperwork, and we're going to give it to them," Nowak said.

Representatives of C-Energy declined to comment.

After the meeting we called Kittell and Schmidt. Neither returned our calls.

GREEN BAY - Emotions continue to run hot over a wind turbine project in Brown County. The Glenmore town board tonight voted to allow CG Power Solutions to build seven turbines in the community.

The vote happened without public comment.

When the meeting was adjourned soon after the vote, many of those attending shouted down the board members. Law enforcement officers watched the crowd as the board members left.

Tonight's meeting and vote came on the heels of another heated meeting last week. At that time, the board originally approved the permit for the project, but when the crowd became angry then, the board abruptly ended the meeting.

It later reconvened and voted to delay the permit for two months. Then, the turbine company challenged that second vote, saying it violated state open meeting law.

We were not able to speak with board members following tonight's meeting.

Opponents to the plan say they have a number of concerns, including health issues.

AIRING WIND FARM FEARS

They may look harmless, but the increasing amount of wind turbines freckling hills and skylines around the central west may be doing more harm than good.

Insomnia, nausea and headaches are just some of the health complaints slowly being brought to the surface by people living near wind farms.

Dr Sarah Laurie,who has done extensive research into the health effects of wind turbines in rural communities, spoke to residents around Blayney on Wednesday night about her findings.

Residents and land holders were particularly interested as they face a proposed $200 million wind farm being built in the Flyers Creek area across 16 properties.

“I am not anti-wind, but there’s a problem,” Dr Laurie said. “You can’t ignore the fact that people are getting sick.”

The sudden and unexplained common symptoms presented by those living up to 10 kilometres away from wind farms include nausea, headaches, sleep deprivation, tinnitus, panic attacks and high blood pressure.

Children are also presenting unusual symptoms including waking with night terrors and sudden bed wetting, despite having gone years without wetting the bed.

Residents report they can only solve these problems by leaving the area.

Dr Laurie said that medical practitioners, wind turbine companies, and the government can no longer ignore the evidence linking wind farms with negative health affects.

She believes infrasound waves that are inaudible to humans are responsible for the health problems.

“There’s a stimulation of the nervous system, and I think this is from the infrasound,” she said.

“[People] can’t really protect their homes from it because they are very penetrative.”

Although infrasound waves occur naturally, Dr Laurie believes it’s the pulsating nature of the sound waves as the blade passes the tower that is mainly responsible for the health problems.

The Senate has launched an inquiry on rural wind farms and their health effects.

Over 1000 submissions have been made so far.

Dr Laurie is hoping the inquiry will prompt the government to investigate the issue so it is better understood and preventative strategies can be taken in the future.

“It is acoustic pollution,” she said.

There are no regulations stating how far a wind farm can be from a residence.

Infigen Energy, the company behind the proposed Flyers Creek wind farm, did not provide the Central Western Daily with a comment.

BOARD OF HEALTH PRESSED TO STUDY EFFECTS OF TURBINES

Falmouth Board of Health will request that health impacts from the town’s wind turbines be studied by the state Department of Public Health, and that a complaint log based on science be established online for residents to report adverse effects from the turbines.

In a meeting last night, the board heard a presentation from Ambleside Road resident J. Malcolm Donald on health effects from a 28-turbine wind farm in Mars Hill, Maine. The controlled study, conducted by Dr. Michael A. Nissenbaum, found that a large percentage of residents living within 1,100 meters of the turbines experienced symptoms, compared with residents who lived three miles away. According to Mr. Donald, the study found that 77 percent of abutters to the wind farm experienced feelings of anger, and over 50 percent felt feelings of stress, hopelessness, and depression. Over 80 percent reported sleep disturbances, compared with 4 percent in the control group, he said, and 41 percent of abutters experienced headaches.

The study, which was completed in March 2009, has yet to be published in a creditable journal—and, as several board members pointed out, has yet to stand up to the rigors of the scientific method, which include peer review and replication.

Board member John B. Waterbury, a biologist at the Woods Hole Oceanographic Institution, said he had carefully read the study and other documents sent by Mr. Donald over the weekend. “As a scientist, I look and see there isn’t much peer-reviewed literature. Then there are people who are clearly impacted by this thing in a number of ways,” he said. Fellow board member George R. Heufelder said he was not convinced that the physiological symptoms listed in the study are connected to the turbines. “I can’t dismiss your irritation and angst, but my analysis says, show me the facts. It takes someone to do a good, controlled study,” he said. Mr. Donald cited the “precautionary principle,” a legal term that allows policy makers to make decisions that are not based on scientific evidence. “You don’t really need to know why something is happening. If we know it’s happening, we need to take preventive mesures to stop it from happening,” he said. Board member Jared V. Goldstone pointed out that although the principle has been adopted in the European Union, it is not law in the United States. “The legal underpinnings of [Dr. Nissenbaum’s study] just aren’t there. Right now it’s a political issue,” he said.

Mr. Donald also read verbatim a Climatide blog post written, coincidentally, by Dr. Goldstone’s wife, Heather M. Goldstone, a WCAI reporter with a doctorate in ocean science and a background in toxicology. As part of the radio station’s series on “the Falmouth Experience” with turbines, she drew parallels between the debate over the health effects of wind turbine energy and toxic chemical pollutants.

Several residents of Blacksmith Shop Road, where the town-owned turbines are located, spoke about the health and quality-of-life impacts they started experiencing after the fi rst turbine was erected last spring.

John J. Ford, who said he lives 2,745 feet from the Notus Clean Energy turbine at Falmouth Technology Park and 3,740 feet from Wind 1 at the wastewater treatment facility, said he is currently trying to soundproof his bedroom in order to sleep at night. With an elevated heart rate and blood pressure, he said his experiences are similar to those in the Nissenbaum study. “My neighbors and myself would be enthralled, if the board of health took a more active role in this,” Mr. Ford said.

Colin P. Murphy, also of Blacksmith Shop Road, said that he has felt all the effects listed in the study “at some point or other.” He invited board members to spend time in the neighborhood for a full 24-hour period in various wind conditions to feel the effects for themselves. station’s series on “the Falmouth . Mark J. Cool, a resident of Fire Tower Road, asked the board to take a proactive approach by approaching state authorities for help and working with other town committees to address the residents grievances. “At the very least, acknowledge that something is going on in our neighborhood. It’s an enormous problem for everybody,” he said.

Chairman Gail A. Harkness said it was clear that residents are affected, but the turbines are related to the town’s finances, over which the board of health does not have jurisdiction. Mr. Murphy said that money should not be a concern for the board of health. “Aren’t I worth more than $178,000? I think I’m worth more than that,” he shouted, referring to the town’s estimate of how much money will be saved through wind energy each year.

Mr. Donald said that those savings should be enough to fund a study.

“Why can’t the board take some milk from those ‘cash cows’ to fund an epidemiological study?” he asked.

Dr. Harkness, an epidemiologist by training, suggested approaching the schools of public health at Harvard or Boston University to do a controlled study. “One residential study does not give you the truth. Repeated findings do not lead to a cause-effect scenario,” she said.

Mr. Cool asked board members whether they had seen the noise complaint log, which Falmouth Wastewater Superintendent Gerald C. Potamis explained is being kept by a private consultant. Dr. Goldstone said that could be helpful, especially if the log featured “controlled vocabulary” that could be used as scientific data for the sometimes subjective complaints.

Several residents said they had not heard of the log, and had been sending their complaints directly to selectmen or the town manager. Dr. Waterbury suggested posting the log, along with wind turbine data, on the town website so that it would be easily accessible.

Board members questioned whether pending litigation between a group of residents and the town would affect the online log, but they said they would explore the idea, along with the possibility of getting state health authorities to conduct a study in the affected neighborhoods.

The board will follow up on these action items at its next meeting on March 28.

The Umatilla County Planning Committee has voted unanimously to send a proposed two-mile setback of wind towers from rural homes and from city urban growth boundaries to the Umatilla County Commissioners for approval.

This guarantees both the cities and the rural homeowners the right to say “no” to wind towers encroaching upon their properties against their will. If they say “no,” then no tower can be built closer than two miles from a home, nor will a wind tower be built closer than two miles from a city’s urban growth boundary.

The misery of shadow flicker, which blights the lives of people living near some wind turbines, could soon be over.

The flickering is caused when rotating turbine blades periodically cast shadows through openings, such as windows.

A report commissioned by the Department for Energy and Climate Change recommended that turbines should be built no closer than 10 rotor diameters from the nearest home.

This means that if the blade had an 80metre (262ft) diameter, it should be at least 800 metres, or half a mile away.

Shadow flicker is worse when the sun is low in the sky in winter, when the wind can also be strong.

Studies cited in the report said that, over the long term, it could cause “a significant nuisance”.

It was also a risk for a small number of people with epilepsy.

Although the report concluded that flicker was not a “significant health risk”, protesters insist the issue can cause headaches and stress–related problems.

Lynn Harlock, who lives almost half a mile from Redtile wind farm in Cambridgeshire, said she was “sick to death” of flicker.

“You cannot sit in any rooms when the sun is setting at certain times of year,” she said.

“It is like flashing strobe lighting. It is quite upsetting not being able to sit in your own home.

“People think you are barmy. They think you are after compensation. But all we want is our home back.”

The report recommended that homes and offices within 500 meters, or a third of a mile, of a turbine should not suffer flicker for more than 30 minutes a day or 30 hours a year.

Developers applying for planning permission where there could be a flicker should put in place measures to stop significant nuisance, it added.

In many cases, problems could be solved by shutting a turbine down for short periods of the year, changing the position slightly or planting vegetation and trees.

The Coalition wants to build up to 6,000 wind turbines onshore over the next 10 years.

Charles Hendry, minister for energy and climate change, welcomed the report. He said new planning laws would ensure turbines were sited where there was plenty of wind rather than near residential areas where they might cause protests. Planning guidance would stick to the “10 diameter rule”.

Lee Moroney, a wind energy expert with the Renewable Energy Foundation, said the rules were not strong enough and wind turbines should not be built within a mile of residential areas.

Birds are not so eagle–eyed after all, according to a study that found that some species crash into wind turbines and power lines because they do not look where they are going.

Professor Graham Martin at the University of Birmingham said large birds of prey and sea birds were particularly vulnerable to crashing into man–made structures. In a study published in the journal Ibis, he suggested the reason was because birds had evolved to look for movement either side and potential prey on the ground rather than straight ahead.

He suggested that wind farms or other structures should have decoys on the ground to try to distract birds, or emit sound to alert them to the danger.
