5/19/10 UPDATED Surprise, Surprise, Surprise! Draft Siting Rules adopted by PSC without Wind Siting Council members knowing the contents AND regarding the precautionary principle, sorry wind farm residents, you don't qualify for this protection AND wind turbine noise and bird song: What they sound like together AND What does an abandoned wind farm look like?

Click on the images below to watch the entire May 14th Public Service Commission meeting where commissioners adopted draft wind siting rules containing details the Wind Siting Council had never seen or been allowed to discuss. Specifically, setbacks and noise limits.

The draft that was given to WSC members contained no specific numbers and when the subject of specific setbacks or noise limits has been raised by members of council in past meetings, Chairman Ebert quickly assured them there would be a time to discuss these issues in the future and moved on. Under Ebert's chairmanship, no discussion of setbacks or noise limits has been allowed at any WSC meeting.

On May 17th, after the draft rules were adopted by the PSC several members of the Wind Siting Council spoke about these numbers as being a complete surprise.

Better Plan is in the process of uploading the remaining video of this meeting to be followed with video of the May 17th meeting where Dr. Jevon McFadden gave his presentation regarding wind turbines and human health.

While citing the findings of the National Academy of Sciences, the Congressional Research Service and the Minnesota Department of Health-- all of whom agree that at half a mile negative effects from turbine noise and shadow flicker are no longer a significant problem, Dr. McFadden concluded that wind turbine noise and shadow flicker present no potential to negatively affect health and the precautionary principle was unnecessary in siting wind turbines near homes.

Definition of the Precautionary Principle

A 1998 consensus statement characterized the precautionary principle this way: "when an activity raises threats of harm to human health or the environment, precautionary measures should be taken even if some cause and effect relationships are not fully established scientifically". The statement went on to list four central components of the principle: taking preventive action in the face of uncertainty; shifting the burden of proof to the proponents of an activity; exploring a wide range of alternatives to possibly harmful actions; and increasing public participation in decision making.

The term "precautionary principle" came into English as a translation of the German word Vorsorgeprinzip. An alternative translation might have been "foresight principle," which has the advantage of emphasizing anticipatory action--a positive, active idea rather than precaution, which to many sounds reactive and even negative. Although the principle has its roots in German environmental policy, over the past 20 years it has served as a central element in international environmental treaties addressing North Sea pollution, ozone-depleting chemicals, fisheries, climate change, and sustainable development (3). Precaution is one of the guiding principles of environmental laws in the European Union.

Environmental scientists play a key role in society's responses to environmental problems, and many of the studies they perform are intended ultimately to affect policy.

The precautionary principle, proposed as a new guideline in environmental decision making, has four central components: taking preventive action in the face of uncertainty ; shifting the burden of proof to the proponents of an activity ; exploring a wide range of alternatives to possibly harmful actions ; and increasing public participation in decision making.

In this paper [DOWN LOAD IT HERE] we examine the implications of the precautionary principle for environmental scientists, whose work often involves studying highly complex, poorly understood systems, while at the same time facing conflicting pressures from those who seek to balance economic growth and environmental protection.

In this complicated and contested terrain, it is useful to examine the methodologies of science and to consider ways that, without compromising integrity and objectivity, research can be more or less helpful to those who would act with precaution.

We argue that a shift to more precautionary policies creates opportunities and challenges for scientists to think differently about the ways they conduct studies and communicate results. There is a complicated feedback relation between the discoveries of science and the setting of policy.

While maintaining their objectivity and focus on understanding the world, environmental scientists should be aware of the policy uses of their work and of their social responsibility to do science that protects human health and the environment. The precautionary principle highlights this tight, challenging linkage between science and policy.

Note from the BPWI Rearch Nerd: Better Plan was quite surprised by the commissions sudden adoption of draft rules containing specifics that had not -to our knowledge- been made public. In a process which has otherwise been reasonably transparent, this action by the commission was troubling.

We were also troubled by Dr. McFaddens conclusion that the precautionary principle was unnecessary for those who will be living near wind turbines sited according to the PSC's guidelines. We'll be posting video of his presentation in the days to follow.

Though the project was went off line long ago some of the disconnected turbines still spin, others stand with broken blades. The project is located in South Point, Hawaii. A newer wind project was recently constructed nearby.

One way to get an idea of what wind turbine noise is like is to turn up the volume until the birdsong sounds to be at the right volume. This will give you a rough idea of the level of turbine noise present.

5/13/10 A tale of two doctors speaking on problems with wind turbine noise: One doctor read about the trouble and decided there is no trouble, the other doctor conducted first hand medical interviews with people living within 3500 feet of industrial scale wind turbines and has come to a different conclusion.

On May 6th, 2010 two doctors gave presentations about wind turbine noise at the Rutland Regional Medical Center in Rutland, Vermont.

Robert J. McCunney, M.D. was one of the doctors hired by both the American Wind Energy Association and the Canadian Wind Energy Association to review existing peer-reviewed literature about possible negative health effects from wind turbines noise. He is credited as being one of the seven authors of a white paper called "Wind Turbine Sound and Health Effects: An Expert Panel Review" which found no negative health effects from wind turbine noise.

Michael Nissenbaum, M.D. is specialist in diagnostic imaging, whose training and work involves developing and utilizing an understanding of the effects of energy deposition, including sound, on human tissues. He is a former Associate Director of MRI at a major Harvard hospital, a former junior faculty member at Harvard University. He conducted medical interviews with residents of the Mars Hill wind project in Maine, and with a control group of residents who live three miles from the project. His conclusions were quite different than those of the AWEA/CANWEA funded study.

2/6/10 The science behind wind farm residents complaints: AND A school teacher's letter from "Turbine Town"

Note from the BPWI Research Nerd:

The complaints of wind farm residents in our state have been routinely met with eye-rolling dismissiveness from wind companies, developers and lobbyists.

Recently, some wind farm residents have noted significant weight gain since the turbines have gone on line.

It's a claim that may seem easy to mock. That is until you look at the science that ties lack of sleep to increased risk of obesity, as this article from London Times as recently done.

The article is followed by abstracts of recently published papers which support these findings.

Does Tiredness Make You Fat?

Recent research has suggested that a lack of sleep is associated with increased risk of some cancers, heart disease and diabetes. There’s also an increasing consensus that lack of sleep can contribute to obesity. The reason is that our vital hormonal systems regulate and reset the body at night. Our nocturnal functions are vital to our daytime wellbeing.

Sleeplessness makes you fat
Kidney filtration and bowel activity reduce at night. There is little evidence that eating shortly before sleeping, leaving food in an inactive gut, has any ill effect apart from leaving you feeling a bit full in the morning. Though some diet gurus say that eating carbohydrates before bedtime makes you put on weight, it shouldn’t make a difference because your metabolism is working more slowly.

But the hormones that regulate your metabolism and hunger levels do change with sleep. Studies by the National Sleep Foundation in America have revealed that sleep keeps down the levels of an appetite-driving hormone called ghrelin. It also keeps up levels of the hormone leptin, which prevents the body from thinking that it needs more food. In other words, sleep helps you to keep slim, while lack of sleep can contribute to obesity. Experiments indicate that restricting sleep can mean that your body thinks it is short of up to 900 calories a day.

Brain and senses
Our brains career on a rollercoaster of changing activity as we go through the phases of sleep — non-rapid eye movement sleep, which includes light sleep, true sleep and deep sleep, and rapid eye movement (REM) sleep, which is when we dream. As sleep deepens, most brain cells fire off less rapidly, but in a far more co-ordinated pattern than during waking hours. With sleep, our eye movements change, darting around wildly during REM sleep. Our mouths become dry but our ears remain alert to noise.

Increased immunity
The immune system is more active at night. Experiments have shown that during sleep it releases more proteins called cytokines, which mean that the system can launch co-ordinated attacks on invaders. Research from Stanford University indicates that the immune system fights invading bacteria hardest at night, and least during the day. In fact, there are studies showing that if we don’t sleep, we become more susceptible to infection from colds. Malcolm von Schantz, associate dean at the Surrey Sleep Research Centre, says that this is why asthma attacks — which can be caused by an overreaction of the immune system — are more common at night.

Skin renewal
Our skin changes at night as it receives extra supplies of blood. Research by cosmetics companies suggests that after shearing off layers of surface dead cells in the day, our skin increases the rate of production of new cells in deep sleep. There is some objective evidence too that the skin is improved at night. A study presented to the European Sleep Research Society suggested that people who were sleep-deprived were consistently rated as looking less healthy and attractive, partly because of their skin tone.

Repair and regeneration
The levels of stress hormones such as cortisol, which keep us active during the day, drop in the evening. Instead, the body secretes growth hormones in large amounts, making us grow up until early adulthood. As we get older, growth hormones are responsible for promoting the repair of damaged tissue. The body also produces more melatonin, which helps us to sleep and may also help to protect us against certain types of cancer. Temperature drop Our in-built body clock lowers our temperature by about 1C at night because our body is far more likely to descend into sleep if it is cool. That’s why we tend to feel chilly if we nod off on the sofa. Temperatures fall to their lowest level during the 10 to 30-minute periods of REM when we need to be under a duvet. As morning comes, body temperature rises, which helps us to wake up.

Limb transformation
Several scientists have noticed that limbs, hands and feet tend to become enlarged during sleep. This is possibly because they have become engorged with blood. Our limbs become paralysed during REM sleep, preventing us from acting out our dreams.

Heart and blood
According to the Division of Sleep Medicine at Harvard Medical School, one function of sleep may be to give the heart a chance to rest from the constant demands of waking life. For most of the night, the heart rate decreases and blood pressure drops as blood is pushed around the body with less and less force. During REM sleep, however, the heart rate increases again.

Sleep and the epidemic of obesity in children and adults

This paper was presented at the 5th Ferring International Paediatric Endocrinology Symposium, Baveno, Italy (2008). Ferring Pharmaceuticals has supported the publication of these proceedings.

Sleep is an important modulator of neuroendocrine function and glucose metabolism in children as well as in adults.

In recent years, sleep curtailment has become a hallmark of modern society with both children and adults having shorter bedtimes than a few decades ago. This trend for shorter sleep duration has developed over the same time period as the dramatic increase in the prevalence of obesity.

There is rapidly accumulating evidence from both laboratory and epidemiological studies to indicate that chronic partial sleep loss may increase the risk of obesity and weight gain. The present article reviews laboratory evidence indicating that sleep curtailment in young adults results in a constellation of metabolic and endocrine alterations, including decreased glucose tolerance, decreased insulin sensitivity, elevated sympathovagal balance, increased evening concentrations of cortisol, increased levels of ghrelin, decreased levels of leptin, and increased hunger and appetite.

We also review cross-sectional epidemiological studies associating short sleep with increased body mass index and prospective epidemiological studies that have shown an increased risk of weight gain and obesity in children and young adults who are short sleepers.

Altogether, the evidence points to a possible role of decreased sleep duration in the current epidemic of obesity.

Childhood Sleep Time and Long-Term Risk for Obesity:

"Shorter childhood sleep times were significantly associated with higher adult BMI [body mass index] values.

This association remained after adjustment for adult sleep time and the potential confounding effects of early childhood BMI, childhood socioeconomic status, parental BMIs, child and adult television viewing, adult physical activity, and adult smoking.

In logistic regression analyses, more sleep time during childhood was associated with lower odds of obesity at 32 years of age. This association was significant after adjustment for multiple potential confounding factors.

CONCLUSIONS. These findings suggest that sleep restriction in childhood increases the long-term risk for obesity. Ensuring that children get adequate sleep may be a useful strategy for stemming the current obesity epidemic." [Click here for full text]

 

SECOND FEATURE:

A LETTER FROM A SCHOOL TEACHER IN TURBINE TOWN

Clear Creek, Ontario.  Quiet, peaceful.  The sound of the lake; the overhead passing of migrating geese; tundra swans in the early spring.  Deer and wild turkeys.  Clear starry skies.  Silent except for the sounds of the crickets and bullfrogs.  The sight of a small country church across the way, the church I remember attending as a young girl with my grandmother.

Sounds nice, doesn’t it? That was my retreat of 11 years.  A place I called home, a place I loved, a place I miss. It was my heaven on earth.

My home now sits among huge, massive turbines. Eighteen turbines surround me, all within a 3 km radius of my home.  The closest is 400 metres from my back door.

People often ask me what my problem is with the turbines.  (“They’re not very noisy,” I am told.)

The noise is constant, some days louder than others. It is not noise I enjoy or choose to be around. It is noise I cannot escape.

What most don’t understand is that it is the low frequency waves you cannot hear that are so debilitating to one’s health. These frequencies also drive away the wildlife.  I no longer have deer, geese, swans passing by. These frequencies torment my dogs.  These frequencies keep me awake at night.

Welcome to “Turbine Town” Clear Creek, Ontario.

I live with the movement of shadow flicker created by the rotation of the turbines, coming through my dining room window as I drink my coffee in the morning. I have developed a sensitivity in which now I cannot even tolerate the movement of a small ceiling fan.

The skies where I live are no longer clear but dotted with blinking red lights marking the height of the turbines. When the turbines are down, a constant buzzing noise is emitted from the motionless structures. I have developed tinitus in my ears. I hear and feel the pulsating of the turbines and buzzing in my ears. I also feel the pulsating in my throat and chest.

Two homes have been abandoned where I live because of health reasons related to the effects of the turbines. One of these properties is host to 2 turbines. Many properties are for sale. In fact most of the properties where landowners reside on premises are for sale. Real estate sales in my area are significantly less than other areas in Ontario. Some real estate brokers will not touch a property adjacent to a turbine for fear of future law suit.

Nothing is selling in Turbine Town. Land value has decreased significantly because of the turbines.

There is a dividing of the community.  There are those who have signed leases, many of whom are regretting they were mislead or ill informed regarding the turbines. People are reluctant to speak about the turbine situation. These leases contain “gag orders.”  Many of these people suffer, yet are embarrassed and therefore deny the turbines are the cause of their illness.

I have:

  • nausea (often) & dizziness (often)
  • significant hearing loss
  • itchy eyes
  • high blood pressure (recently, an immediate and intense elevation to 180/118, causing severe headache and complete dysfunction)
  • heart palpitations
  • achy joints
  • short term memory loss
  • severe sleep deprivation on a regular basis

Results of a sleep study I had done showed 214 interruptions in a 6 hour period (note:  6-8 is considered normal; 214 is comparable to someone who has attention deficit disorder). I have very little if any regenerative sleep periods. I have been told that I have developed a sensitivity that does not leave my body when I leave the vicinity of the turbines.  The term used was “toxic”—my body is in a toxic state.

I have an ulcer in my nose that does not heal. I am awaiting an appointment in November with an ears, nose and throat specialist (otolaryngologist).

I often have blood in my urine (never was a problem in the past). I am having problems with my lymph nodes. I have been anaemic because of excessive blood loss. Blood work and other tests do not indicate changes which may cause this hemorrhaging. I have spent time in the emergency room at the hospital because of this.

I once thought my degenerating health was part of the natural aging process. I did not believe the turbines could be the cause of my health issues. I questioned myself as to whether or not it was all in my head. I now believe exposure to the turbines accelerate these processes as well as create other health problems.

I am angry, helpless, and disappointed our government would let something like this happen.  I am appalled at their ignorance and lack of compassion. It saddens me to watch my family and friends suffer from the same effects of the turbines.

It is also very saddening for me to see my dogs suffering. I cannot imagine the distress they must be enduring because of their sensitive hearing. I have not figured out what to do about it.

I spend as much time as I can away from my home, away from my son who is also sleep deprived. We are exhausted and miserable. I often seek refuge with friends, often falling asleep minutes after I arrive. They are very understanding.

I feel like a gypsy.

What was once a beautiful place to live has been destroyed.  And for what? I suggest you think about it long and hard before committing to these huge monstrosities known as industrial wind turbines.

5/20/09 It's all in your head: Are you a congenitally unhappy person? How a wind lobbyist explains away your problem with living 1000 feet from an industrial wind turbine. AND the story of a family driven from their Wisconsin home by turbine noise.

In a story published in the Chicago Reader last week, a lobbyist for the wind industry gave us his take on what's really behind the complaints of those living too close to 400 foot wind turbines.

Although we don't agree with this psychological assessment of families who are having trouble living with the PSC-approved setbacks, we present his statement to give you a glimpse into the soul of a lobbyist for Big Wind.

“You can’t stop a project in Wisconsin based on the appearance of these turbines,” [Michael Vickerman] says, “so over the past seven years the opposition has refined its arguments and framed them in the realm of protecting public health and safety.Here, as far as I’m concerned, is where they reveal their antiwind bias.

They allege that they can’t sleep, they suffer from nausea—they express their discomfort in the most hysterical terms, and I think they basically work themselves into a very visceral hatred for wind.I don’t even know if they have a philosophical objection to wind. They’re maybe congenitally unhappy people and they needed to project their fears and anxieties and resentments onto something new that comes into the neighborhood and disrupts things.”

We also present the following story from a family living in a PSC approved wind farm with a wind turbine less than 1300 feet from their door.

They spoke to us on the evening of May 2, 2009, at their home which is located in Dodge County near the Town of Oakfield, Wisconsin.


Ann and Jason Wirtz bought their home on June 1st, 1996. It’s a pretty Wisconsin farmhouse near the Town of Oakfield in Dodge County. It’s the kind of place that had people stopping by to ask if the family would consider selling it.

“They’d just pull into our driveway,” says Ann. “There were people who said if we ever decided to sell it, we should call them.”

Although turn-of-the-century house needed a lot of work when they bought it, they didn’t mind. The Wirtz family planned to stay. Ann and Jason both grew up in the area and wanted to raise their children there.

“ I thought we were going to live here for the rest of our lives.” says Ann, a mother of four. “I thought one of our kids was going to live here after us.”

This was before 86 industrial wind turbines went up around their home as part of the Forward Energy wind project which began operation in March of 2008. The closest turbine is to the Wirtz home is less than 1300 feet from their door.

It was a high pitched whine. And I don’t just hear them, I can feel them.” She describes feeling like a beat in her head. A pulse that matches the turbine’s rhythm.
“Last night was really bad,” she said.

She says she knows which nights are going to be loud by which way the turbine blades are facing, and her family dreads the nights when the wind is out of the west. “That’s when they are the loudest.”

Jason said he found out there was a wind farm planned for his area from a neighbor he ran into at the post office. “He asked me if I knew anything about the turbines coming in. I didn’t.” Jason came home and mentioned it to Ann.

“When I first heard about it I wasn’t that alarmed.” says Ann, “People were saying how bad they could be, but I just didn’t believe them at first.”

She assumed the turbines would be sited much further away from her home, unaware of the controversy over the setbacks approved by the Public Service Commission of Wisconsin which allows turbines to be sited close as 1000 feet to the homes of people like the Wirtzes.

“All those orange flags they put in were way back there. I was thinking it wouldn’t be too bad. And then when that access road started coming in so close I said, ‘what the heck is going on?’

Meanwhile, Jason had been attending town meetings and learning more about the project. The more he learned, the more worried he became. Five months before the turbines went up, the Wirtz family decided to sell their house.

They called people who had let them know they’d be interested in buying it. “When they found out about the turbines,” said Ann, “They weren’t interested anymore.”

Wirtz family prepared the house to put on the market. In November of 2007, the home, sitting on eight acres, was appraised for $320,000. But this once sought-after property could find no buyers. “As soon as people found out about the wind farm coming in,” says Ann. “That was it. And once they started building the roads to the turbines, forget it. They’d ask what that road was for, we’d tell them and we’d never hear from them again.”

After the turbines went up, interested buyers stopped showing up altogether.

“We tried to find another realtor,” said Ann, “They’d ask ‘is it near the wind turbines?’ and when they found out it was, they wouldn’t even bother to come out to the house to look at it. One realtor told me it wasn’t worth her marketing dollars to even list it because if it was in the wind farm she knew she couldn’t sell it. I mean have you ever heard of a real estate agent turning down a chance to sell a house?”

Another realtor said they would have to price it well under $200,000 to get anyone to even look at it. “At that price we were going to be $50,000 worse than when we started, “ said Ann. “And that didn’t include the 12 years of work we put into the place.”

But the Wirtzes were increasingly anxious to get away from the turbines. While Jason, who works nights, wasn’t having much trouble with the turbine noise, it was keeping Ann and her children from sleeping well at night. They were tired all the time. They were also getting frequent headaches.

And there was trouble with their animals as well. The Wirtz family raise alpaca and have a breeding herd. Ann says the alpaca became jumpy the first day the turbines went on line. “Normally they are so calm. But the day the towers started up, they seemed to panic. They were on their back legs right away.”

Ann says the herd had always been docile and healthy, with no breeding problems. Since the wind farm started up, their temperament has changed and none of the females have been able to carry a pregnancy to full term. “ They’re nervous all the time now. And I can’t prove anything but I do know my animals. And I really felt something was wrong. All the years we’ve had them we’ve never had a problem.”

At night the herd shelters in the large metal shed behind the Wirtz home. When the turbines are loud, Ann says the sound echoes inside the shed and the metal vibrates and hums. “The noise in here gets just unbelievable. When the tin starts to vibrate in here, they can’t stand it. I have to find them a better home. This is torture for them.”

The same turbine noise has driven Ann out of her own bedroom “I can’t stand to be in that room anymore. I don’t sleep at all. My sleep has been terrible.” Instead she sleeps on the couch where a fan on their pellet stove helps counter the turbine noise. “My number one complaint is how tired I am all the time,” says Ann, “I never had that before, ever.”

Says Jason, “We don’t have air conditioning, we didn’t want it and we didn’t need it. In the summer we just opened the windows and let cross breezes cool the house. But the first summer with the turbine noise we had to shut the windows and turn on the fan. We couldn’t stand it.”

After one of the children was recently diagnosed with a severe stress-related illness, the Wirtzes decided they’d had enough. They decided the health of their family was more important than keeping their home, and they are abandoning it.

“Now, after all the trouble we’ve had living here” said Ann, “ If a family showed up and wanted to buy the place and they had kids, I don’t think I could sell it to them. Knowing what I know about living here, I just don’t think I could put another family through this.”

They are now looking for a place in a nearby village. “We were born and raised in the country but we’re thinking of moving to Oakfield because they aren’t going to plop a 400 foot turbine in the middle of the village, says Jason. “And I know I’m going to have to drive by this place every day on my way to work. It’s going to make me sick to see it, but I can’t stay here anymore.”

Ann adds, “I say we move near whoever it is that decides on the setbacks because you know they’ll never have a turbine by their place”

Jason and Ann sit at the dining room table and point out the elaborate woodwork they’d stripped and re-finished by hand. Jason holds a picture of the farmhouse from happier days. Earlier that day they’d met with the people at the bank to let them know they were giving up their home.

Jason says, “At least we’re young enough to start over. My mom, she doesn’t have much money and now she has turbines around her house. She said, ‘This house was my retirement,’ Her and my dad put everything into that house. Now I don’t know what she’s going to do.” Jason says, “The quality of life we had here is just gone.”

“I grew up here, and I loved it here,” Says Jason, “But I don’t any more.”

What are the results of this "assumption" about the 1000 foot setback?

Gerry Meyer carried mail in his community for 30 years.

He lives inside the Invenergy Forward Energy wind farm near the town of Byron in Wisconsin's Fond du Lac County. When the turbines went on line near his home in March of 2008, he was surprised by the amount of noise that they made. He began keeping a noise log. Let's look at the noise log for September 1, 2008

6:20 AM Loud motor running or humming sound.

7:05 AM I’m hearing turbine #4 in the barn, shop, and at the computer.

[ Turbine #4 is less than 1600 feet from the house]

11:15 AM Wind SW Loud.

4:15 PM Turbine 4 and 6 are making loud jet flying over sounds, ripping the sky apart. It has been loud all day.

9:40 PM This is the loudest night in a long time.

I hear #4, 6, 73, 74a, 3a and and possibly more.

I can hear them at the computer in the front of the house and in the family room in the back of the house with the TV on.

Keep in mind turbine 6 is ¾ mile away. # 73 is 2480’ and 74a 5/8 mile away.

It is very sad our town officials and PSC have allowed this turbine project to affect the health of residents in this area and it will continue in other areas.

11:40 PM I hear turbine jet flying over sound while watching TV in our family room.

This assumption about wind turbine noise made by Alex DePillis and other members of the Model Ordinance Ad Hoc Subcommitee helped the state create guidelines which allowed Chicago-based wind developer Invenergy to site turbines as close as 1000 feet from unwilling participants homes in Fond du Lac and Dodge County.

The result?

Residents in Dodge and Fond du Lac are having trouble sleeping at night due to noise from industrial turbines, and when they want to sell their homes, no one seems interested in buying them.

Can you guess why?

Why would the state put so many residents at risk by allowing a committee to set guidelines based on an assumption that a 1000 foot setback would take care of noise problems?

Local governments who recognized the inadequacy of the state's guidelines for siting turbines have created large wind ordinances intended to protect the health and safety of residents. Within the last year, six Wisconsin townships have adopted ordinances with a 2640 foot setback. They didn't just pull that figure out of the air. And they didn't base it on an assumption. So what is it based on?

Here's what we learned from the findings section from the Town of Union's large wind ordinance regarding wind turbine noise.

This is just a summary:

The state's current wind turbine noise limit of 50dBA does not adequately protect residents from the adverse health effects associated with large wind turbine noise.

The town of Union limits large wind turbine noise to a maximum of 35dBA or 5dBA over ambient, whichever is lower, in order to protect residents from adverse health effects associated with large wind turbine noise based on the following findings:

Large wind turbines are significant sources of noise, which , if improperly sited, can negatively impact the health of residents, particularly in areas of low ambient noise levels.

Large wind turbines emit two types of noise-- 1) Aerodynamic noise from the blades passing through the air, which can generate broadband noise, tonal noise and low frequency noise; and 2) Mechanical noise from the interaction of the turbine components.

A dBA scale is commonly used to measure audible wind turbine noise.

Low frequency noise from large wind turbines is not adequately measured by the state's use of dBA weighting.

Noise is an annoyance that can negatively impact health, producing negative effects such as sleep disturbance and deprivation, stress, anxiety, and fatigue.

Large wind turbines create a noise annoyance that can hinder physical and mental healing and can cause adverse health effects associated with sleep disturbance and deprivation, psychological distress, stress, anxiety, depression, headaches, fatigue, tinnitus and hypertension.

Wind turbine noise can affect each person differently. Some people are unaffected by wind turbine noise, while others may develop adverse health effects from the same noise.

At low frequencies, wind turbine noise may not be heard but rather is felt as a vibration. Medical research reported complaints from people who felt the noise from large wind turbines, similar to symptoms that can be associated with vibroacoustic disease.

The risk for adverse health effects resulting from noise annoyance such as headaches, stress, anxiety, fatigue, depression, pain and stiffness, and decreased cognitive ability associated with sleep deprivation from wind turbine noise increases with increasing A-weighted sound pressures. According to wind turbine noise studies, few respondents were disturbed in their sleep by wind turbine noise at less than 35dBA. Respondents were increasingly disturbed in their sleep by wind turbine noise greater than 35dBA.

Wind turbine noise greater than 5dBA over ambient increases the risk for health effects because a change of 5dB is clearly noticeable.

Studies show prolonged exposure to wind turbine noise resulted in adverse health effects at sound levels below those from other sources of community noise, such as road traffic noise. Sound generated by wind turbines has particular characteristics and creates a different type of noise having different health impacts than compared to urban, industrial or commercial noise.

Living in a rural environment in comparison with a suburban area increases the risk of residents being impacted by noise from nearby large wind turbines because of the low ambient noise in rural environments. The International Standards Organization recommends community noise limits for rural areas be set at 35dBA during the day, 30 dBA during the evening, and 25dBA at night.

Eye-witnesses living near newly-constructed large wind turbines in the Town of Byron, Fond du Lac County, WI, testified at the public hearing held by the Town of Union Plan Commission that they currently experience adverse health effects from the wind turbine noise such as sleep deprivation and disturbance, headaches, nausea and dizziness. Th noise from the wind turbines in the Town of Byron is greater than 45dBA at their residences and can be heard inside of their houses and outside in their yards.

Two Plan Commissioners from the Town of Union visited the newly constructed wind turbines in the Town of Byron, Fond du Lac County, WI in June 2008 and confirmed the wind turbines were a significant source of noise. One described the quality and intensity of the noise as sounding like a jet airplane. The other spoke with residents, farmers and a sheriff's deputy in the area who all stated that the turbines were noisy. He also took sound measurements from the home of a resident with a turbine less than 1500 feet from his home. The sound measured between 57 to 67 dBA on June 6-7, 2008.

However, experiences vary. Two other plan commissioners visited wind turbine sites. One visited sites in Byron Township, Lincoln Township and Montfort and found that overall, people were satisfied with the turbines. Two issues noted by this Plan commissioner were tensions between landowners profiting from the wind turbines and those landowners who did not, and poor conditions of roads following the installation of the turbines.

The other commissioner visited wind farms in Iowa. He estimated that approximately 60% of the people he spoke with had positive opinions of the wind turbines and approximately 40% of the people he spoke with had negative opinions of wind turbines.

A fifth plan commission member went to a wind farm south of Rockford, IL. No one was available to talk so he walked around the area. It was a nice day, and windy. He noticed that the windows in the homes surrounding the site were all closed and no one was outside. He stated the noise was similar to a plane going overhead. He stood under a tower and did not feel any unease.
