UNHAPPY ANNIVERSARY: Note from the BPWI Research Nerd--

It's been three years since the 86 turbine Invenergy wind project went on line near the Town of Byron in Fond du Lac County, Wisconsin.

Today, March 3, marks the third anniversary of the activation of Invenergy's 400 foot tall turbine #4.

The Public Service Commission allowed Invenergy to erect a turbine that is forty stories tall weighing more than 250 tons less than 1600 feet from a home belonging to the Meyer Family.

(Note: The PSC also permitted Invenergy to site these same turbines as close as 1000 feet from non-participating homes in this project)

February 11 2011– 5:40AM. We went to bed last night at 10:20PM.

This was the worst night of sleep since the turbines went up almost 3 years ago.

I was woke up at 11:38. Even on bad nights I usually get 2 or 3 hours of sleep before being woke up. I was woke up every hour after that. I thought I would remember the other times but I can’t remember them this morning. At one of the wake ups I had a head ache--  At 5:38AM I was woke up to the thumping sound of the turbines and could no longer sleep. It is Sunday morning. It would be nice to sleep a little later, but it is not possible. I am so angry as I type this my fingers are shaking.

   GOT TURBINE NOISE? 

Today we feature the first entries of a noise log kept by a Brownsville family who live 3/4 miles east of South Byron in Fond Du Lac County, Wisconsin.

The new wind turbines have just gone on line there. They aren't the only family we've heard are having turbine troubles. We've heard from several. Children seem to be especially affected by noise and headaches.

If you are having problems with turbines it's important you start a day to day diary right away so you will have a record of what is happening to you. And please let us know how you are doing!

The Diary Begins:

Our family lives on County Road Y in Brownsville, Wisconsin, which is about ¾ of mile east of South Byron. 

Turbine # 4 is 1560 feet behind my house.

Turbine # 3a is about 500 feet mostly east and a little north of turbine #4.

Turbine #6 is about ¾ of mile to the northwest of our home.

Across the road, mostly south and slightly west is turbine #73 at a distance of 2480 feet.

Down the hill to the west is turbine #74a which is about ¾ of a mile away.

We can hear all five of these turbines at various times.

Saturday AM. Loudest so far. Like jet in sky with whoosh to it. I have not written every day. That does not mean the turbine sound is not there. I feel we may never have peace and quiet ever again. We can only hope there are days with no breeze.

Could hear whoosh of #3a. #4 not turning at 4:45 PM. At 5:30PM #6 turning with jet sound of whoosh of turning blades.
Our son is a foster child we adopted. He has lots of issues which are mostly behavior but also include mental problems. If we just stopped by to talk and you interacted with him you would not know, but tick him off and you would see it. He is like Radar on MASH in that he usually hears sirens before we do. My wife was concerned about his health when talk began about turbines and then we received information about health issues. Our son does not know about the health issues from us or from anyone talking about them.
        Soon after #4 began turning he had a bad headache. It lasted about four days or he mentioned them for four days. At school there is a complicated way to help him try and behave and do his schoolwork. He does not focus and is angered easily. So there is a level system with level 4 being the best and in level 1 he is in solitary confinement and cannot go to his regular classes. Level 3 he is in the special ed. Room with other students. Level 2 he is in the special ed room but kept from other students. For about two weeks he did well and stayed at level 4. After the turbine began turning  and the headaches he has now gone to level 1. I should also say he can only go up or down one level in a day. Since Wednesday he has told teachers and the principal and us that his head is spinning and in some cases he tells us that his head is spinning 100 miles an hour. I would guess it has a connection to his behavior at school. Sometimes we can hear the turbine while in our house.

Our son could not sleep and was up at 1:30 AM. I sent him back to bed and went to our family room in the north end of the house. I could hear turbine #6 from inside the house. Remember that turbine is ¾ of a mile from our house. I turned on the TV (low sound) and could still hear the turbine.
7:30 AM Definitely that jet sound from #4.
Can also hear #’s 3a, 6 and 73. I had a brief unusual feeling in my head somewhat like when one gets off a roller coaster. This was around 11:00AM. This is the loudest the sound has been since March 5th. At 11pm still that jet sound.

6-6:15 AM. Wind from the South. Turbine #’s 4, 6, 73, 74a all turning. Jet sound as soon as I went out the house door. 9AM #’s 6 &73 loudest. 10PM #4 quite loud. Saturday has been the worst day so far.

At breakfast I asked my son if he could hear the turbines in the house. “Yes, and I hear them in my room,” he said, “Some nights I can’t sleep” His room is upstairs in the SW corner of the house. As I sit below his room (inside the house) I can hear the turbine.

GERRY MEYER INTERVIEW- Spring 2008
Town of Byron, Fond du Lac County, WI


GERRY: Well I've been keeping a daily log and I think it was March 5th the turbine that is 1560 feet behind our house was turned on. I didn't know it at first. I walked out of the door and when I walked down the sidewalk and I heard the sound of a jet flying over so I'm looking up in the sky for this jet. Well it wasn't a jet. It was the turbine going.

So the majority of the time it sounds like a jet going over. Sometimes the whooosh whooosh whooosh of the blades turning around.

We have another turbine that's about 2800 feet across the road and at times that one is just as loud as the one behind our house. In all we hear five of them from our house.

Q: Have you noticed any change in your quality of life because of the noise, or has anyone in your family noticed any change in their quality of life?

Last Saturday seemed to be the loudest when all five of them were running. At one point I was walking across the yard, I had a little funny feeling, I don't know, a  different feeling inside of my head kind of like after you get off a roller coaster, you're not completely stable.

We have a 13 year old son we adopted through social services who has a lot of issues, emotional issues, health issues, and a couple days after the turbine started turning-- the one behind our house-- he had headaches for about three or four days, pretty strong headaches---  and he's on an unusual program at school because of discipline. Level four being the best, he can stay in the class room with other students. Level three he's in a special ed room,  level two he's in the special ed room but segregated from the other children and level one he's in a different room, kind of like solitary confinement . And after these headaches he went from level four down to level one and two for almost two weeks.

He'd come home and tell us, he'd tell the principal, tell his teachers that he felt his head was spinning a hundred miles an hour. So we can't prove at this time that it's from the turbines but we're thinking there's a connection.

When we first heard that the turbines were going to be built in our area my wife was especially concerned because our son is kind of like Radar on "Mash"-- he hears a siren, tells us there's a siren, but we don't hear any siren, then a couple of seconds later sure enough the fire department is out or there's an ambulance run taking place.

Q What has the interaction with the local officials-- either township or county-- been with its residents?


I think most of the ground work had taken place before the residents were aware. I think the energy people had visited the counties, the towns, and it was cut and dry. And then there was a few local residents who caught wind of it and attended meetings and tried to tell the town officials--  here it's a very small township-- there's a chairman and two supervisors-- we're in the town of Byron, Fond du Lac County, it's the southern edge of Fond du Lac County.

Q When you talk to the neighbors in this area, what's the general consensus, are they satisfied with the project?


I think some of the farmers feel they were mislead. And after they signed the contract the energy company pretty much walked all over their land. They didn't build roads in a common sense manner, they stayed off of fence lines-- in some cases they went along the fence line and then cut diagonally across the field. I was at the first meeting when the energy company came and said maybe there would be an acre to two acres of land being disturbed on each site. And if you take the width of the road and the distance-- some of them are a quarter to a half mile off the main road, they're disturbing quite a bit of land.


Q. Are there a lot of homes out here that turbines are situated close to?

I would say yes. The majority of the turbines would be close to homes. The set back is 1000 feet. However we're 1500 feet and 2400 feet and we hear them and to me they are a real nuisance. And 2500 feet should be a minimum.
 
Q. Under state guidelines they can come closer to your home.You're already being affected by the distance they're at now. At a thousand feet, what do you think, would they be unbearable?

I would think, in time, from what I've heard, that the low frequency noise, something we may not hear or be aware of,  but it's in the air,  and our bodies feel it even though sometimes consciously we're not hearing or feeling it. There's one thats about three quarters of a mile from my house, last Friday my son woke up at 1:30, I saw the light on and I sent him to bed, and I could hear something, I went into our family room and I could hear Turbine #6 which is three quarters of a mile away, inside my house. To me, that shouldn't be.

What's it like to live in the 86 turbine Invenergy Forward Energy wind project?

Here are two recent notes to Better Plan from the Meyer Family. They are residents of the Invenergy Forward Energy wind project near the Town of Byron in Fond du Lac county. 

Since the turbines went online near their home two years ago, they have had trouble sleeping, increased blood pressure, ringing and crackling in the ears and headaches. Cheryl has been taking sleeping medication, something she never needed before the turbines started up.

The closest turbine to their home is less than 1600 feet.

"The turbines are so loud that our dog, Trigger, goes to the backroom window and barks at them.

It sounds like a snowplow driving around the house full bore with its blade down.

I find it interesting the last few days that when I go out with the dog he goes so far down the sidewalk and then turns and looks north to the turbine. He stares at it a few seconds and then moves on.

 But they have been usually loud the last two days. Just thought I would let you know.

Cheryl has a really bad headache.

 She has tried Imatrex or the shot three times in three days, so today went to the Doctor....

The message Cheryl wrote you was when I was in LA. I remember her telling me that the turbines sounded like snow plow coming through the house.

You could add that Trigger barked because that is what he does when a vehicle comes in the driveway. The turbine was so loud he thought a plow was in the driveway.

NOTE FROM THE BPWI RESEARCH NERD:

On February 18th, I spent another night in the Meyer home to get a better idea of what they are living with and was kept up well past three in the morning by a thumping from the turbines that seemed to come from all directions.

The only thing I can compare it to is the bass sound you hear coming from a car with powerful speakers. You feel the noise as well as hear it. It was impossible to sleep until it finally stopped.

The typical turbine jet sounds and whooshing were louder outdoors than indoors, but the low thumping was penetrating and much louder inside the home than outside the home. This was especially so on the second floor.

The Meyer family home is a typical wood framed old farm house found throughout rural Wisconsin. The Meyer's young son often goes to bed with two radios playing, one on either side of his head to counteract the turbine noise.

The Joint Committee for Review of Administrative Rules this morning voted to suspend wind turbine siting regs that were set to take effect today.


The committee voted 5-2 along party lines to suspend PSC rule 128 and now has 30 days to submit a bill repealing the measure to the full Legislature.


Rep. Gary Hebl, D-Sun Prairie, accused the majority of going around the normal legislative process and flip-flopping, since a number of Republicans supported the wind siting bill last session.


"This wasn't a flash in the pan, fly by night rule," Hebl said.


Sen. Leah Vukmir, R-Wauwatosa and the committee co-chair, said the committee had a duty to reconsider the PSC rule after lawmakers voiced concerns about the issue early in the new session. Rep. Dan LeMahieu, R-Cascade, added, "We didn't vote for the rule. We voted to give them the authority to promulgate a rule."


Rep. Fred Kessler, D-Milwaukee, said the bill would have a particularly detrimental effect on the wind turbine industry in Manitowoc.


"These jobs probably will go to other states," Kessler said.

"As the sun comes across the sky, it hits the turbine blades and causes this flicker," she said.

Nearby homeowners say it can go on for hours. "When it first happened, we felt there was something wrong with the electricity because it felt like every light was blinking,"said Barb Draper.

People crowded a meeting in Princeton, Illinois Monday night to express their concerns about wind farms. Residents packed into a meeting with the Bureau County Board of Appeals. Some want to put a stop to the proposed Walnut Ridge wind project. It would build 150 turbines over more than 15,000 acres and affect more than 75 landowners.

Others at the meeting are already surrounded by wind turbines from the Big Sky wind farm. They want the county and the companies to focus on issues caused by the current turbines. They complain that the turbines are noisy, cast flickering shadows that can cause seizures and even block television reception.

The Anderson family in rural Ohio, Illinois says it has turned their quality of life and turned it into living in an industrial park. THe nearest wind turbine is 1,750 feet from their home. Deb Anderson says ever since the turbines started running, their life hasn't been the same.

"As the sun comes across the sky, it hits the turbine blades and causes this flicker," she said.

Nearby homeowners say it can go on for hours. "When it first happened, we felt there was something wrong with the electricity because it felt like every light was blinking,"said Barb Draper.

"On, off, on, off as the blade caught the sun it made a very disturbing motion. It almost made you sick to your stomach." added Bob Draper.

Another problem that came up after the turbines were turned on is with their TV reception. The family says it varies, depending on the direction of the blades. Some days, the family gets 15-20 channels. During our visit, they could only get in two.

On top of that there's the noise that won't go away. These property owners say they understand the benefits of the wind farms. But they'd like the problems fixed before more wind turbines come into the area.

The wind power company has put up two antennas on their house, but the family says they didn't help. They company also offered them money to buy a better delivery system, like satellite TV.

Ryan Light in the Director of Renewable Energy for the Eastern Iowa Community College District. He says those are some of the drawbacks for people living near large wind farms.

"One effect we need to look at a little harder into is the flicker effect, which is the spinning of blades and shadow cast. For people with certain medical concerns it can cause seizures," Light said.

He says there are companies working to alleviate the radio interference with a new kind of blade and there is more research being conducted on noise reduction systems.

SPLIT DECISION FINDS WE ENERGIES DIDN'T EARN TOO MUCH

In a 2-to-1 vote, state regulators ruled Thursday that We Energies won’t have to issue credits to its 1.1 million electricity customers for profit it earned in 2008 and 2009.

Commissioner Lauren Azar sided with customer groups that had called for the commission to vote to return money to customers, saying the commission should decided that the utility earned more than its maximum profit allowed the regulated utility – 10.75% in 2008 and 2009.

But commissioners Eric Callisto and Mark Meyer voted not to require any profits to be returned to customers. Meyer said it was inconsistent for the commission to be seeking to return profits to customers when a utility earns above its maximum profit level since the commission does not allow utilities to raise rates when utilities fail to earn as much in a given year as the profit level, or return on equity, set by the commission.

Over the past 10 years, utilities have more often earned less than their return on equity, Meyer said.

The debate at Thursday's meeting ended up boiling down to how Callisto and Azar interpreted whether management bonuses paid to utility executives should be included in the calculation of a utility’s profit.

Callisto said the commission specifically excludes management bonuses and incentive pay from being collected in utility rates and that the commission staff will be conducting an investigation of utility bonuses in upcoming rate cases.

He said his position in this case was consistent with how the commission interpreted the issue in setting new rules for how utilities can raise rates when fuel prices climb.

Azar, who wanted the issue of bonuses addressed in the new fuel rules last year, said she has not changed her view. She said she considered utility bonuses too high for a regulated utility, given the state of the economy, high poverty rates in the We Energies service territory. The utility's "shareholders are doing quite well," she said.

In filings with the commission, We Energies had argued that the commission was shifting from utility regulator to utility micro-manager if it adopted the proposal of Azar and customer groups. The utility also argued that the commission has not had a consistent definition for utilities to determine what would and would not be included in a PSC calculation of whether a utility earned too much profit.

Callisto agreed. The issue came up in one prior case – in which the commission also ruled in We Energies’ favor – but the commission’s guidance to utilities on this issue has been “ephemeral.”

An analysis by We Energies prepared last week indicated that the utility could have been required to return $53 million to customers. Based on the majority decision Thursday, the commission determined that the utility earned profit of 10.36% in 2008 and 10.52% in 2009, below the 10.75% profit allowed by the PSC.

That means the utility $25.7 million less than the maximum, according to the filing.

FALMOUTH OFFERS PARTIAL TURBINE SHUTDOWN

FALMOUTH — Falmouth officials have offered to turn off the town’s wind turbine for three hours a day, following noise complaints from neighbors.

Acting Town Manager Heather Harper proposed the partial overnight shutdown, calling the offer a “good faith effort toward a mutual resolution of the matter.”

After tracking complaints regarding the 1.65-megawatt turbine off Blacksmith Shop Road, known as Wind I, town officials found residents are most affected during periods of high winds in the late evening and early morning hours, Harper wrote in a Feb. 23 letter.

“We intend to modify the operation of the machine between the hours of midnight and 3 a.m., the times at which the background noise may be lower than the sound emanating from our wind energy equipment,” Harper wrote.

Details of the town’s offer are still unclear, however. Harper’s letter did not specify whether the turbine would be turned off for three hours every night or only during periods of high winds.

When approached by a Times reporter prior to Monday’s selectmen’s meeting, Harper said she did not know the answer and was unable to provide one before the start of the meeting. The meeting was still in progress as of the Times’ deadline.

But Gerald Potamis, the town’s wastewater superintendent who oversees operation of Wind I, said the change will go into effect as soon as the turbine manufacturer, Vestas, sends a technician to reprogram the turbine.

The shutdown is an “interim solution” until town officials and neighbors can work out a permanent solution, Potamis said.

But Christopher Senie, an attorney representing 18 residents who claim they are adversely affected by turbine noise, vibrations and shadow flicker, has said the town’s offer is not good enough.

Senie, who was not available for comment Monday, penned a Feb. 25 letter that stated this is the second time in four months Harper has made the offer to his clients.

Senie called the three-hour reprieve “wholly inadequate” in his letter, and wrote the suffering of neighbors “will not be lessened in any meaningful way.”

The only acceptable interim solution, he wrote, is to shut off Wind I whenever wind speeds reach 23 mph. It is a proposal Harper has repeatedly rejected, according to Senie’s letter.

“This is the only meaningful way to provide my clients some relief while the ultimate solution is developed and implemented,” Senie wrote.

Todd Drummey, who lives approximately 3,000 feet from Wind I, said the town’s offer “completely misses the point” because it assumes residents will be satisfied with three hours of sleep every night.

“It’s the same offer from back in October,” Drummey said. “It was ridiculous then and it’s ridiculous now.”

The ultimate goal, according to Senie and his clients, is to convince the town it was wrong not to require a special permit before the turbine became operational.

Building Commissioner Eladio Gore deemed the turbine a municipal use, and cited zoning bylaws that exempt “all municipal uses” from the special permit process. Senie, on the other hand, cited another local bylaw specifically pertaining to windmills, that requires a special permit in all instances.

Last month, three members of the zoning board of appeals said Gore made a mistake in interpreting the bylaws. But the appeal failed because two ZBA members recused themselves, meaning a 4-0 vote was necessary to uphold the appeal.

But the neighbors are still hopeful because selectmen — acting as the owners of the turbine — can request a special permit at any time.

To that end, several neighbors showed up at Monday’s meeting hoping to persuade selectmen to start the special permit process, which will give neighbors a chance to negotiate some potential compromises. But they were not on the agenda, and as of 9:30 p.m. it was unclear whether they would be allowed to speak.

Last May, Nature Canada’s Ted Cheskey blogged about a report that described how birds and bats have been affected by the TransAlta wind plant on Wolfe Island, a globally significant Important Bird Area in southern Ontario known for its waterfowl, raptors and swallows. He called the numbers of birds and bats being killed by TransAlta’s turbines “shockingly high,” indeed the highest recorded in Canada and one of the highest in North America.

However, since the report only studied a six month period, TransAlta’s spokespeople argued that it was premature to reach conclusions so soon, especially when comparing the Wolfe Island deaths to yearly casualty rates for other wind plants. Besides, TransAlta reasoned, the results appeared to be within the thresholds of acceptable limits set by provincial and federal government regulators.

Then last month, Stantec Consulting, the firm that produced the original report, released its report on the second half of the year: January 1, 2010 to July 1, 2010.

And the results for birds are troubling.

Wolfe Island: Most Deadly Wind Plant in Canada

Though casualty numbers for birds did not skyrocket in the second sixth month period, a time that included the spring migration, they still were high enough to make the Wolfe Island wind plant the most deadly for birds in Canada.

The 13.4 birds per turbine casualty rate is about 7 times the industry average in Canada according to Canadian Wind Energy Association (CANWEA) but below the so-called “adaptive management” threshold for TransAlta facility, as set by various government agencies. That level is 11.7 birds per MW which translates to 21 birds per turbine, which just happens to be the highest level ever recorded at any wind facility in North America (Buffalo Mountain, Tennessee). Using the highest level recorded as the threshold before which any mitigation is even considered seems a bit dubious to say the least.

Estimated and actual numbers of birds killed, proportioned by the species actually found, over the entire 12 month period, paints a disturbing picture:

  • Tree Swallow 218 (calculation based on 31 corpses)
  • Purple Martin 49 (calculation based on 7 corpses)
  • Bobolink 73 (calculation based on 9 corpses)
  • Wilson’s Snipe 50 (calculation based on 7 corpses)
  • Red-tailed Hawk 10 (actual count)

It is important to note that the calculated numbers are arrived at using Stantec’s formula to calculate total casualty rates. A sample of turbines are visited either weekly or twice a week and a search for bird corpses on the ground beneath the blades is conducted. As the method is not intended as a comprehensive search, determining the casualty rate requires taking in factors like the ability of the search team to find carcasses, the percentage of the area searched and the rate of predation between searches. The 31 Tree Swallow corpses, in other words, represent about 15% of the calculated number of tree swallows killed, based on Stantec’s calculations and field testing.

Birds Most Effected are Already in Serious Decline

While the report and the research behind it appear to be quite solid, the authors contend that the casualty rates are quite sustainable and will not have any effect on the species populations. They do this by contrasting the kill numbers from the turbines with the estimated Ontario population of the most affected species – Tree Swallow, numbering about 400,000 and Bobolink, about 800,000. (They do not do this for Red-tailed Hawk, which in fact may not meet their sustainability criteria). They also contrasted the numbers with estimates of birds killed by other human activities or artifices such as tall buildings, vehicles, cell towers, and pets.

While this argument has gained considerable traction among some in the wind industry and even the scientific community, it fails to consider that the turbines at Wolfe Island are killing different species than the tall buildings, cats and cars. Tree Swallow, Purple Martin, Red-tailed Hawk, Turkey Vulture and Bobolink rarely if ever show up on lists of casualties from tall buildings, and are unlikely victims of cats, with the possible exception of the Bobolink. And vehicle collisions, well – while this is a legitimate concern, Turkey Vultures have arguably had a net benefit from the carnage caused by vehicles.

But it is some of these very species – the ones most likely to be harmed by Wolfe Island’s turbines – that are already experiencing declines.

Take swallows, for example. Most species of swallow have declined significantly in Canada over the past 20 years. Adding additional threats to already stressed populations is not prudent. According to trend data on this species from Breeding Bird Survey routes in Ontario, the Tree Swallow has declined by about 6% annually over the past 20 years, a cumulative decline of almost 80%! In other words, the current estimated population of 400,000, was 2 million only 20 years ago. Bobolink, recently added to COSEWIC’s list of threatened species, declined 4.1% over the same period. We should not trivialize the impact of removing dozens, or hundreds of individuals from a population of species that are clearly in trouble.

In the meantime, good documentation of the impacts is essential. While TransAlta had to deliver these studies – they were a condition of the wind project’s approval – the company and Stantec should be recognized for doing good work. Once one takes the spin out of the document, the data and the methodologies are solid. The quality of the monitoring appears to be high, and some weaknesses, such as a potential bias to undercount the number of raptor fatalities, are recognized in the report.

With regard to birds of prey, even if they were not undercounted, the number of casualties is excessively high at .27 per turbine. This was the highest recorded rate for raptor kills outside of California. The victims included:

  • 10 Red-tailed Hawks,
  • 1 Northern Harrier,
  • 1 Osprey,
  • 2 American Kestrel,
  • 1 Merlin
  • 8 Turkey Vulture

This number crossed the “notification threshold” for the project, meaning that the CWS and MNR were notified about the high rates. The report states that TransAlta and MNR have initiated discussions regarding “adaptive management” in response to the raptor deaths. We look forward to hearing what the response might be.

Next Steps to Reduce Bird Deaths

With the plant already in operation, the only option now is to mitigate the risk to wildlife perhaps by slowing down the blades of the turbines at hazardous moments of the year, or turning them off. However, unless the numbers of casualties increase even further in the next two years, it is unclear how far the threshold must be exceeded and how often, before mitigation is implemented. It is reported in the document that four notifications were made by the company to the government for raptors alone, yet none appears to have led to mitigation.

Today, several wind farms are being proposed around the eastern end of Lake Ontario, the most worrying being Gilead’s Ostrander Point wind farm. Ostrander Point is an area that is arguably even more significant for birds than Wolfe Island, because of its specific geography. Ironically, the land on which the Gilead project is being proposed is owned by the Province of Ontario – a Crown forest block.

Opposition to turbines in agricultural areas appears to have persuaded government officials to meet their renewable energy agenda by prioritizing “crown lands” as locations for wind energy plants. While this might be appropriate and acceptable for some properties, when a wind plant is located in an area of great significance to wildlife, as is the case with Ostrander Point, so-called green energy ceases to be green at all. The Ontario government needs to think more carefully about where they allow wind turbines. It is not too late for the Province to design a policy that promotes green energy and also protects key biodiversity sites including Important Bird Areas.

Otherwise, as more of these facilities are built in bad places, wind energy will become a significant contributor to the declines of several species that are already in trouble, and the Green Energy Act will be recognized and remembered for all of the wrong reasons.

About Wolfe Island

Wolfe Island, located in the eastern end of Lake Ontario, a shore distance from Kingston, is about 32 kilometres long and about 11 wide in the widest area covering about 12,140 hectares.  The west end of the island is exposed to the westerly winds blowing across much of the length of Lake Ontario.   The island is a mixture of agricultural land under various regimes of management from annual crops to pasture, natural habitats from woodlands and patches of second-growth forest, to grasslands, wetlands and the residences and farms of the Wolfe Islanders.   TransAlta’s 86 turbines tower 80 metres above the farmland, pasture, and grasslands, and are constructed largely on the western side of the islands where the winds are probably the strongest.   The wind plant has a nameplate capacity of 198 Megawatts, but the average output in its first year of operation was only 48 Megawatts, a quarter of the capacity, due to the variability of winds.  This output number appears to be about average for Ontario’s wind industry. 

Wolfe Island is a Globally significant Important Bird Area, (IBA) recognized for its significance for waterfowl primarily, but also for its importance to raptors (birds of prey including hawks and owls) and Tree Swallows.  Being at the eastern end of Lake Ontario, the island’s habitats are also important stop-over destinations for migrating birds and bats.  Nature Canada believes that industrial wind plants should be excluded from IBAs, and other sites that are known to be highly significant for wildlife, particularly birds.   No wind plant, even the notorious Altamont plant in California, has ever, to our knowledge been decommissioned because of impacts on wildlife.   Once these things are built, then are not turned off until they stop working or break down.   For us at Nature Canada, this a strong incentive to encourage provincial policies to exclude wind plants from IBAs and important migratory corridors and fight the few existing proposals within IBAs.   However, the Wolfe Island plant is built and operating, so its impacts on birds and bats will be instructive for other projects being proposed or considered in areas that are significant for birds.

The question of wind turbine location has roiled communities in St. Croix County. The township board of Forest was recently recalled in the Feb. 15 election and the Town of Troy has passed a moratorium on wind farm development.

At its board meeting Thursday, Feb. 10, the town of Troy passed a resolution putting a temporary moratorium in place for the development of wind-energy turbines in and around the town.

A four-man committee was organized by town chair Ray Knapp to look into the “what and how” of possible turbine energy generators and to make an ordinance for the town regarding the building, regulation and usage of possible turbines in the future.

Currently, there is talk at the state capital that the new administration is looking to make strict regulations and standards regarding wind turbine usage, visibility and setbacks. According to Knapp, in a situation such as this, the town may not be “more strict” with its regulations than the state.

Since the state has yet to fully develop a plan, it was suggested that the town issue a moratorium on the building of wind turbines, even though there is currently no plan to build any. The board hopes to keep prospectors and developers from looking into the possibility of constructing turbines until the town can get a hard ordinance on the books. This move was also suggested by the Wisconsin Towns Association.

The moratorium unanimously passed, and is effective until Sept. 26.

“This temporary stay in wind permits will give us time to come up with something right for the town,” said Knapp.

In addition to the moratorium, Knapp also reported that under the current project timeline, the committee would like to draft a possible town ordinance by the regularly scheduled July board meeting, and also compile a list of possible sites for developers to inspect.

The ongoing wind farm controversy has blown the sitting Town of Forest board out of office.

A recall election on Tuesday, Feb. 15, held in conjunction with the Wisconsin primary, went to the three challengers in the contest.

For the chairman position, Jamie Junker gathered 194 votes and incumbent Roger Swanepoel had 123 votes.

For the position of supervisor, challengers Rick Steinberger (207 votes) and Patrick Scepurek (185 votes) were elected. Incumbents Carlton Cress (123 votes) and Douglas Karau (113 votes) were voted out of office.

The recall election was the result of a group of Town of Forest residents who circulated a petition to remove the current board. The petition included the signatures of 93 town residents. A total of 50 signatures was required for a recall election to be conducted.

The group’s main issue with the current board was their approval of a wind project proposed by Emerging Energies LLC, which calls for some 39 turbines to be installed on parcels scattered throughout the township.

Opponents of the plan claim the proposal was approved without appropriate notice and participation from the public.

“The recall election pretty much speaks for itself,” said Junker following his successful run for the chairman post. “The Forest residents have concluded through simply reading a vast number of documents that a number of legal irregularities have taken place. These irregularities are easily understood by anyone that took the time to read the public documents to know what happened in Forest. With great confidence that they had the legal proof, the residents of Forest moved for the rare recall of its officials from office, and to nobody’s surprise they won.”

Junker said the town residents “were never told of the project details until the evening the agreement was actually approved, never knowing of the placement, size, or number at any point during what has repeatedly been said was a public process.”

The towns’ plan commission was also never publicly told of the details, Junker said, yet the formal agreement says the plan commission recommended the agreement.

“Clearly the residents of Forest feel that the previous town board, proven through the records, tried to pull the wool over the residents’ eyes and we’re finding out it didn’t work,” he said.

Junker pledged that the new town board will do “everything legally possible” to stop the wind turbine project now that they’re in office.

He said the chances of the project being stopped are good.

In a phone interview, Steinberger said he was pleased with the results of the recall.

“It was just what I had hoped for,” he said.

Steinberger said he is ready to take on the job of town supervisor and he promised to “represent the people.”

“I want to keep the process open and honest,” he said.

Scepurek was pleased with the outcome as well.

“The citizens of the township decided enough is enough,” he said.

He noted that almost all of the registered voters in the town cast a ballot in the recall, which was an encouraging sign.

“People are waking up and taking notice,” Scepurek said. “People have to start being informed and make sure that things don’t happen under the radar.”

Outgoing supervisor Cress said he didn’t have much to say in the wake of his recall, other than to say he was frustrated by the single-issue focus of the campaign to kick the board out.

“It was unfortunate that it came down to a wind turbine issue and not what it takes to run a township,” he said.

Swanepoel and Karau did not return phone calls to get their reaction to the results of the election.

we just called the nextera hotline to report that the noise level is high (~55 dba) from the turbines. there is icing conditions out right now and the sound is at a 6 [loudest]. we can hear it from the inside of our home. we hear the repetitive aggressive chopping sound and low droning (rumbling sound).

it sounds as if a highway is just outside our front door. it is disturbing and we feel a heavy air pressure around us. nextera energy says that the sound is virtually undetectable. well, it is detectable. here is a video [ABOVE] just taken from our back porch door tonight. of course the video camera can't give you the heavy air pressure feeling, but you can get a glimpse of the sound. A state law designed to protect low-flying aircraft from air hazards could inadvertently hinder efforts to expand South Dakota’s wind industry, a wind-energy advocate said Monday.

“This will severely hurt wind development in South Dakota,” said Steve Wegman, director of the South Dakota Wind Energy Association.

At issue is a year-old statute that requires anemometer towers – known as met towers – to be striped in alternating colors, and to have sleeves and visibility balls mounted on their guy wires. There also are new requirements for perimeter fencing.

The law is meant to protect low-altitude aircraft, mainly crop dusters and helicopter pilots.

The problem with the law, Wegman said, is that existing towers weren’t grandfathered in. As a result, developers who own met towers are being required to take them down and retrofit them, which can cost $5,000 or more – a prohibitively expensive proposition for many.

“Towers are going to come down. They’re not going to go back up,” Wegman said.

Met towers range from 30 to 100 meters tall. They’re used to measure wind speeds before building new projects. They first started popping up in South Dakota in the early 1990s, and the 200 or so that now dot the state are crucial to future development, Wegman said.

“Without good data – collecting data takes anywhere between five to nine years – you can’t get financing,” he said.

Another problem with the law is that visibility balls add weight and collect ice, making tower failures more likely. That possibility has led some met tower manufacturers to stop providing warranties for products that require visibility balls, he said.

Rod Bowar, president of Kennebec Telephone Co., which installs met towers, said he understands the need for the rules but worries it could keep the smaller players out of the wind business.

“And I don’t think that’s probably healthy, long term,” he said.

Add it all up, Wegman said, and it’s one more reason to develop wind projects elsewhere.

But pilots and aviation regulators say the marking rules are necessary to keep pilots safe.

“We think they’re a good thing,” said Bruce Lindholm, program manager for the South Dakota Office of Aeronautics. “They’re helpful for aviation safety.”

John Barney, president of the South Dakota Pilots Association, said his organization isn’t opposed to the towers, but making them more visible “is just common sense.”

“We have lobbied the FAA about making it mandatory that these towers are marked or lit in a way that would not pose a hazard,” he said. “Unfortunately, up to the present, anything under 200 feet in altitude doesn’t fall under current regulations.”

He’s optimistic the FAA will change its policy, pointing to the case of a crop sprayer in California who was killed last month when he clipped a met tower and his plane went down. This is why grandfathering in existing towers simply won’t do, Barney said.

“Quite frankly, those are the towers that are going to kill somebody,” he said.

At the national level, the Federal Aviation Administration has opened a docket to examine the issue.

“When you have a crop duster out there flying in the fields, making steep descents and abrupt turns, seeing one of these pop up out of the middle of nowhere can be a challenge,” FAA spokeswoman Elizabeth Isham Cory said. “We’re very concerned about them,” she added.

Lobbyists for the state wind industry, meanwhile, are pushing House Bill 1128, which would grandfather in existing towers. The original bill was defeated, but lawmakers stripped out the language and created a new bill – a process known as hog housing. The new version passed out of committee Thursday.

OAKLEY -- A crop duster pilot killed last week may not have seen the weather tower that his plane clipped, causing him to crash on a remote island in the Delta, according to a preliminary report by the National Transportation Safety Board.

Stephen Allen, 58, died in the crash reported about 11 a.m. Jan. 10 on Webb Tract Island, located about two miles north of Bethel Island. Allen was a resident of Courtland, a town about 20 miles south of Sacramento. Continue reading.....

The American Wind Energy Association Industry said it will oppose plans by a federal agency to adopt voluntary regulations on wind developers to protect birds and other wildlife.

AWEA said in a release that more than 34,000 MW of potential wind power development, $68 billion in investment and 27,000 jobs are at risk due to U.S. Fish and Wildlife Service policies on golden eagles.

COUNTY SIGNS OFF ON NOISIER TURBINES:

Accompanied by his two young children, Tippecanoe County resident Robert Brooks issued an emotional plea to the commissioners to protect his family from loud nuisance noise that he worries will disrupt their sleep. After the commissioners voted, Brooks asked them, “How can I sell my house right now? … I don’t know why the ordinance had to change. You’ve given (the developers) a free ticket.”

During the debate at the commissioners meeting, the majority of those in attendance spoke against the changes. As it is now amended, the ordinance allows for large wind turbines to generate an average sound output of 50 decibels per hour.

"....Greg Leuchtmann, development manager for Invenergy’s project, said Monday that the changes to the county’s ordinance are balancing protections for residents with the needs of the developers. (It’s about) what will allow a development and what will cancel a development,” he said.

“Feedback we got from the consultant was mainly negative on the amendments that were being proposed,” Knochel explained. “In other words, he thought they were a little too high.

 MANITOWOC — The Manitowoc County Democratic Party is hosting a public forum on Wind Energy in Wisconsin as part of its regular monthly meeting from 7 to 9 p.m. Tuesday at the Manitowoc Senior Center. The public is invited.   

 Jenney Heinzen of the Lakeshore Technical College's Wind Energy Technology program and former state Rep. Jim Soletski, former chairman of the Assembly's Energy and Utilities Committee, will be on hand to present information and lead the discussion.

Wind energy has been a controversial topic in this county, now made even more so by policy changes proposed by Gov. Scott Walker.

"If Gov. Walker has his way, the development of a wind energy industry in Wisconsin, and all the jobs that could come with it, may be brought to an abrupt halt," said Kerry Trask, chairman of the local party.

KANSAS JOBS FROM WIND INDUSTRY WON'T COME EASY

Another disappointment has been the pay for many of the wind industry jobs that do stay in the United States.

Wages around $16 an hour were expected by some when the Siemens plant opened in Hutchinson. But that was averaging the plant's $11- to $20-an-hour wages, and Siemens won't say how many of the jobs pay the $11 starting wage.

That wage would give a family of five an income at the federal poverty level.

Some of the manufacturers have offered wages as low as $9 an hour, and employment levels have at times been volatile. A blade manufacturer in Newton, Iowa, laid off hundreds of employees last year because of poor sales before eventually hiring most of them back by the end of the year.

About five years into recruiting wind energy manufacturers, Iowa can point to about 1,600 people employed by them in a state of 1.6 million employed.

"Don't be changing your college curriculums to prepare for it," said Swenson, the Iowa State economist.

The state's big bet on wind power has attracted a few hundred jobs so far. But even that success shows the huge challenge Kansas faces.

To turn a few hundred jobs into thousands, Kansas has to win big manufacturing projects and attract the companies that supply them, too. And that means beating out China and other foreign competitors who rule those markets.

"We need to temper our expectations on wind energy," said David Swenson, an Iowa State University economist known for deflating the ethanol industry's job claims. Now, he says, the same "environment of hype" is developing around wind power.

Hutchinson success

Kansas' biggest successes so far — and the reasons to be cautious — can be found in Hutchinson.

Over the past couple of decades, the town lost thousands of jobs and was disappointed in its efforts to lure new companies. But that luck changed in 2009 when Siemens Energy announced it would build a plant in Hutchinson.

The plant already has 130 employees and, when operating at full speed by 2012, is expected to have 400 workers.

The Siemens plant assembles parts that go into the nacelle of a wind turbine, which includes the generator, gearboxes, drive train and electronic controls. The RV-size nacelles each weigh 92 tons and measure 12 feet wide and 38 feet long.

When the Siemens plant opened in December, then-governor-elect Sam Brownback said: "I look forward to all the ways my home state of Kansas will take the lead on increasing national access to wind energy as we continue to grow the Kansas economy and create jobs."

The plant was a big victory for a strategy pushed by Brownback's predecessor, Gov. Mark Parkinson, that realized early on that manufacturing was the only place to find many green jobs.

Wind farms themselves, which now dot the state, don't provide much work.

In one study, the National Renewable Energy Laboratory in Golden, Colo., figured that building a utility-scale wind farm with dozens of turbines created just 67 construction jobs. And the operation and maintenance of the wind farm would take only about a half-dozen people.

But the wind turbine manufacturers and their supply chain for such a wind farm would contribute more than 300 jobs, the energy lab estimated. And a well-located plant would have a good prospect of supplying more wind farms as they were built.

Kansas' place in the center of the country's prime wind energy territory was one of the reasons Siemens picked Hutchinson. The move quickly paid off when an Iowa utility recently placed a big order for 258 nacelles.

Attracting more jobs

But Hutchinson's hopes — and the state's — also ride on drawing the companies that will supply the Siemens plant and others like it in the state.

If that happens, how many jobs could be created?

Wichita State University's Center for Economic Development and Business Research says plant jobs like the one in Hutchinson will create at least twice as many additional jobs, from suppliers and others who benefit from the extra money rippling through the state's economy.

By that math, the Hutchinson plant at full capacity with 400 employees would create an additional 800 jobs.

Kansas also has persuaded a few other manufacturers to announce plans to open plants elsewhere in the state. Add those projects to the Hutchinson plant and the estimate grows to a total of 1,200 direct jobs and an additional 2,400 jobs from suppliers and others.

Not bad — but not huge in a state with a civilian labor force of 1.5 million and 102,600 unemployed job seekers at last count.

And it's not clear that even that number of jobs will emerge, especially in the supply chain for the main plants.

Draka, a Dutch cable supplier, is opening a plant in Hutchinson that will employ up to 20 people. But so far it is the only one to be announced, although the town hopes others will follow.

"We're still waiting for it to happen, but in a year or two if it doesn't, there will be disappointment," said Tom Arnhold, a Hutchinson lawyer.

Siemens isn't giving specifics on the origin of the parts being assembled at its Hutchinson plant.

But it wouldn't be unusual if the plant ended up assembling expensive parts made overseas. That's what a lot of U.S. wind energy plants do.

The clout of China and other lower-cost manufacturing countries in the wind market showed up in an analysis by the Investigative Reporting Workshop at American University. That group found that more than 80 percent of $1 billion in federal stimulus grants for wind projects went to foreign countries. One of the projects, a $1.5 billion wind farm in Texas, expected to collect $450 million in stimulus money — but used wind turbines made in China.

Another disappointment has been the pay for many of the wind industry jobs that do stay in the United States.

Wages around $16 an hour were expected by some when the Siemens plant opened in Hutchinson. But that was averaging the plant's $11- to $20-an-hour wages, and Siemens won't say how many of the jobs pay the $11 starting wage.

That wage would give a family of five an income at the federal poverty level.

What may be ahead

A glimpse of what's ahead for Kansas might be found in Iowa, which has been more aggressive than Kansas in building wind farms and attracting the manufacturing, including a wind turbine factory.

Some of the manufacturers have offered wages as low as $9 an hour, and employment levels have at times been volatile. A blade manufacturer in Newton, Iowa, laid off hundreds of employees last year because of poor sales before eventually hiring most of them back by the end of the year.

About five years into recruiting wind energy manufacturers, Iowa can point to about 1,600 people employed by them in a state of 1.6 million employed.

"Don't be changing your college curriculums to prepare for it," said Swenson, the Iowa State economist.

And there's some advice from Howard, S.D. In the 1990s it started developing wind energy and became a national model for how to use clean energy to help revive a small town. But it hasn't been easy, and there have been setbacks.

Many of Howard's jobs were provided by a blade manufacturer, but last year that company left. Now the town's industrial park employs 42 people instead of 133. Town officials are talking to other wind energy companies, hoping they'll move in.

"One of the realities is to always be paying attention," said Kathy Callies, vice president of the Rural Learning Center in Howard.

FAIRFIELD TWP., Mich. — Just days after the Fairfield Township Board approved a one-year moratorium on siting of wind turbines in the township, the Zoning Board of Appeals ordered Orisol Energy US Inc. to take down a 262-foot tall meteorological tower the company had erected. Both votes were unanimous.

Township supervisor Curtis Emmons said the moratorium, which passed Monday night on a 5-0 vote, will give the township planning commission time to come up with an ordinance regarding wind turbines. He said the order to tear down the meteorological tower was made because it is in violation of the township’s height and zoning ordinances. That vote was 3-0 Wednesday.

In January, Cliff Williams, director of North American operations for Orisol, said the tower is collecting data about atmospheric conditions. He was not available for comment. Emmons said the company has 30 days to appeal the ruling.

“The board took questions and comments pro and con from the audience, and Mr. Williams was able to state his case why the company felt they could put up the towers,” Emmons said. “(The board) cited several parts of the zoning ordinance in making their ruling.”

Three wind energy companies are seeking to erect some 200 wind towers in Fairfield, Riga, Palmyra and Ogden townships. Riga and Fairfield townships are developing zoning ordinances covering wind turbines.

The companies looking at northwest Ohio as sites for wind turbines are Orisol; Juwi Wind Corp., based in Cleveland; Great Lakes LLC, based in Lenawee County; and Exelon Wind, a division of Exelon Power.

Attracted to the financial incentives that would seemingly boost their sinking economy, the townspeople of Meredith, New York were excited about the potential of adding wind turbines to their rural, residential neighborhood.

Lured by promises of profit, sustainability and environmental friendliness, the townspeople cherished the implementation of the massive machines.

As the 40-story tall structures were installed, the availability of wind company representatives grew sparse, and residents grew increasingly alarmed as they felt firsthand the the impacts of the 400-foot tall windmills.

Filmmaker Laura Israel, a resident of Meredith, documented the entire process and shares the haunting reality in her feature length film, “Windfall.”

A special screening of “Windfall” will be presented at 1 p.m., Saturday, Feb. 26 at Hopkins Middle School, 215 Clark St. in Hopkins. Following the screening, a 30-minute question and answer session featuring the filmmakers will take place.

The 83-minute feature film utilizes community member interviews to tell the story. Some are excited to add the turbines, others not as optimistic. The documentary eventually captures the terror that many residents endure on a daily basis following the installation of the turbines.

“The film isn’t an expose about wind, it’s more the experience of a town,” said Israel, in a Youtube.com interview. “This is people living among turbines trying to get the word out about the problems they are having. I wanted to give a voice to them.”

Israel said that she doesn’t have all the answers, and she hopes viewers don’t expect to find all the answers through the film.

“Windfall exposes the dark side of wind energy development and the potential for highly profitable financial scams,” she said. “With wind development in the United States growing annually at 39 percent, the film is an eye-opener for anyone concerned about the future of renewable energy.”

Monterey Township resident Laura Roys viewed the film last year in Frankfort, Mich. She couldn’t believe how similar the Meredith story was when compared to the recent happenings in Allegan County. Roys, who is facilitating the Feb. 26 screening, decided to show the film in Hopkins to help raise awareness.

“The state of Michigan has targeted and fast tracked half of Allegan County for industrial wind development,” she said. “The more educated our local political leaders and residents of Allegan County become, the odds of having a positive outcome will dramatically increase.”

Thunderous applause and a standing ovation followed Ashley Duncan's speech in opposition of the 80-megawatt Acciona Armow Wind Project, which spans from the former Kincardine Twp. to Bruce Twp.

Representing about 70 non-option landowners and members of the Old Order Amish community living within the proposed project, Duncan said council must act to protect the quality of life, health and property rights of its citizens within wind project areas.

"The province and wind developers have failed to address our issues. The only way to inspire provincial change and reclaim municipal control is to stand in opposition to the Green Energy Act (GEA)," said Duncan, adding it should be "designed to protect people instead of corporations."

Duncan said the local landscape is becoming "industrialized" and the failure to protect residents falls on both the province and wind proponents. The GEA is intended as a document to guide consultation and protect the public, but many residents don't see it that way," she said.

"Instead of building strong communities they've divided our community," said Duncan.

Opposition against the GEA is building province-wide, with more evidence of health issues, electrical pollution and civil opposition surfacing against wind projects, Duncan said, adding their families should be able to educate, worship, work and live in an area where they're "equally deserving of protection" as residents who live in town.

Duncan praised the provincial moratorium on Offshore Wind Power development that was announced Feb. 11, but said it could come back to the table in as few as two years.

She also addressed the municipality's support for an increased 700-metre setback from the GEA's 550, adding that less than 1,000m is inadequate. Shadow flicker and proximity of turbines to property lines both impact the enjoyment of their properties, she said.

The Ministry of Environment noise guidelines were also targeted at the meeting, as Duncan said the 40-decibel standard for noise limits from turbines more than doubles the 20db outdoors ambient noise they currently enjoy.

Although "40db is said to be the sound of a 'quiet library,' this is true but it's irrelevant," she said, adding they aren't willing to accept an increase "two times as loud as the natural environment."

With a dozen residents in the area reporting health effects from wind turbines, Duncan called on council to "put a plan in place to support people and mitigate the effects" of turbines.

A request was made to council to freeze wind power building permits, and join with the neigh-b ouring municipalities of Saugeen Shores, Arran-Elderslie and Huron-Kinloss to get involved with investigating legal defence and get involved with organizations fighting against unwanted wind power projects, she said.

Councillors praised Duncan for her "informative," "thorough" and "well thought out" presentation.

Deputy-mayor Anne Eadie said council will be taking wind power issues to the Minister of Energy at the Rural Ontario Municipal Association (ROMA) in the coming weeks, on the premise that the municipality is concerned about curbing of future municipal growth from wind power.

"We want to protect for future growth over the next 40 years," said Eadie, adding earlier "meaningful" consultation and setbacks will also be addressed.

Coun. Ron Coristine said the province made the mistake of mixing residential and industrial zoning in the 1950's and 1960's, so wind power should be considering "best practices". He said if setbacks were 2 km from receptors, there would be no issues.

"There are good wind practices, they're just not happening here," said Coristine.

Coun. Maureen Couture said council should commit to finding answers and convince the province the issues of local residents "are real."

"They have to listen to us, we vote for them too," Couture said, adding the 90% in favour of wind aren't representative of the local population. "Municipal councils are obligated to look after the health, welfare and safety of their residents . . . we should do more research into the legal aspects of all of this."

Coun. Randy Roppel said carbon credits and future decommissioning are issues of concern alongside health concerns, which the province "can hide behind anymore".

Mayor Larry Kraemer was supportive of the move to join neighbouring municipalities in an effort to investigate the legal routes to fight wind power.

Kraemer took exception to the call to freeze building permits, as he said there's no legal defence if it were to be challenged by wind developers or the province. He said it also puts municipal staff in a position where they have to choose to break council's ruling or provincial law.

"It's a legal liability and virtually undefendable, that's why blocking building permits is not done widely because it does not work," said Kraemer.

Councillors requested staff investigate the legal ramifications of such a move, so it can be discussed further by council.

Council made a motion to work on updating guidelines based on input it receives from ROMA. Staff will also seek legal advice from lawyers and determine when councillors can attend future wind power-focused meetings with neighbouring municipalities.

Think duck deaths on oilsands tailings ponds are bad? The real slaughter happens elsewhere

Sonya Thomas is five feet tall and weighs just 105 pounds. But last fall she won the world chicken wing eating competition in Buffalo, N.Y., devouring 181 wings in 12 minutes. She claimed she was still hungry, and an hour later ate 20 more.

She edged out Joey Chestnut, her 6-foot-2, 218-pound rival. He ate 169 wings. But in 2008 in Philadelphia, Chestnut packed away 241 wings, though he took half an hour to do it.

Together Thomas and Chestnut can polish off more than 400 wings in a sitting.

That’s more than 200 birds.

Around the same time as the Buffalo wing festival, another 200 birds died. But they weren’t eaten in New York. They were caught in a freak ice storm in northern Alberta, and landed on Syncrude’s oilsands tailing ponds. Government wildlife officers ordered them euthanized.

Linda Duncan, the NDP MP for Edmonton-Strathcona, called the bird deaths “reprehensible” and said “no amount of penalty” was enough. She demanded the tailings ponds be shut down — which would mean shutting down the whole oilsands mine at Mildred Lake. If Duncan got her way, more than 3,000 people would lose their jobs.

Duncan’s proposal would fire 15 workers for every dead duck. That’s nutty, but not much nuttier than the $2,000-a-duck fine Syncrude had to pay for a duck accident in 2008.

But as a new video produced this month by the Frontier Centre for Public Policy points out, the duck obsession of Linda Duncan and other oilsands haters is misplaced.

The Frontier Centre compared the number of birds killed by the oilsands with the number of birds killed by a wind turbine at an Ontario wind farm — allegedly a more environmentally friendly source of energy.

When the rate of bird kills was measured, kilowatt hour by kilowatt hour, windmills were 445 times deadlier than the oilsands.

Where is Linda Duncan’s outrage for those dead birds?

Wind power proponents know their industry is a disaster when it comes to birds. Part of the Canadian Wind Energy Association’s strategy is to publish a “fact sheet” that admits windmills kill birds but shifts the blame to cats — as well as buildings and windows — for even more bird deaths.

How would that go over in court if Canada’s windmill operators were ever charged with a criminal offence, like Syncrude was?

“Your honour, it’s true that our windmills kill birds. But so do cats. And you wouldn’t prosecute a cute little kitten, would you?”

An elementary school in Bristol, in the U.K., learned about windmills the hard way. The local government spent more than $30,000 to build a 10-metre-high windmill at the school. The manufacturer said it would only kill one bird a year. But after 14 birds were killed in a six-month period, the school shut it down for fear of traumatizing the children. Headmaster Stuart McLeod said he started coming in to work early just to scoop up the carcasses before the kids arrived.

Jimmy Carter’s signature windfarm in Altamont, Calif., admits to killing about 5,000 birds a year, including protected species such as golden eagles. So that’s 5,000 birds a year for 30 years now. If they were fined $2,000 a bird like Syncrude was, that would be $300 million in fines.

Birds aren’t the only things killed by windmills. Researchers at the University of Calgary found bats are even more likely to be killed — the change in air pressure causes their lungs to explode. Oh well. Nobody likes bats anyways. They’re the environmentalists’ sacrifice species.

A cat has an excuse for killing a bird — that’s what cats eat. Sonya Thomas and Joey Chestnut have an excuse — that’s what they eat, too.

But what’s the excuse of windmill salesmen whose sole pitch is their environmental benefit?

Is it OK to butcher countless birds — and create noise pollution, and make beautiful countrysides ugly — if you mean well?
